Job summary

Navy Commercial is part of Navy Command under the direction of Financial Director FD(N) and delegated by the MOD’s Chief Commercial Officer. The commercial team is responsible for delivering commercial solutions to meet customer requirements for good and services to ensure RN continues to meet its operational objectives in the UK and Overseas.

The Manage team are expanding to manage all Navy contracts and as a result are updating the process and systems needed to administer 200 contracts.

 The role is offered on a hybrid remote working basis. Attendance at Whale Island, Portsmouth will be required on a regular (8xMonth) basis. Staff are able to work remotely/flexibly in accordance with the needs of the business.

This post is advertised at 37 hours per week.

Job description

The post holder will actively lead their commercial team and support their respective line managers in all the necessary commercial activity to enable best Value for Money solutions to be realised within their commercial licence and delegation.

The requires manage and conduct commercial processes in line with the authorised delegation as appropriate. Including:

  • Leading or participating in Contract Management or project meetings.
  • Negotiating contract changes
  • Management of staff
  • Oversight of key commercial artefacts inc contract management plans

Person specification

  • You should already be working in a commercial environment, developing good relationships with a range of customers/stakeholders, working collaboratively to deliver change or results and demonstrate contract negotiation, supplier management, change management acquisition or sales contracting skills.
  • You should be a self starter, who is confident with decision making, and effective communicator, able to work both independently and as part of a team, and have the self-drive and determination to deliver goods and services for our end users.
  • You must have the ability to manage competing priorities, assess information rapidly, seek clarity or additional information where necessary and articulate needs or processes in a way that is understood by the stakeholder audience, bearing in mind that often such audiences have very limited or no contract management experience.
  • Licenced Commercial Officers are responsible for managing commercial activities across the spectrum of Acquisition and, depending on experience and level of competence, can have delegation to sign contracts of up to £10 Million for Pay Band C1
  • You must provide evidence of CIPS level 4/or equivalent or be willing to work towards this by commencing study within one year of appointment, and will be required to undertake the MOD Practitioner Commercial Licence assessment at a date to be agreed with your manager.
  • Successful candidates may be eligible for the Commercial Market Skills Allowance on the successful completion of CIPS Level 4 and Licencing Board.
  • Individuals are supported to develop and enhance their skills as part of a team of 75 staff.  Across all of our roles we expect our team to take proactive steps to raise Commercial Awareness and provide advice / guidance to non-commercial staff on policy, procedures and the law.
