Location – The UK Health Security Agency (UKHSA) offers hybrid working – this means that whilst the role will be based in one of our offices, there will be opportunities for an element of working from home.

This role is available at the following locations  (Birmingham, Leeds, Liverpool, Manchester, London including Colindale) with Hybrid working or Home working available subject to approval.

The balance between home and workplace working will be agreed with the line manager, determined primarily by business needs and in line with departmental policy.

Job Overview

The Data, Analytics and Surveillance (DAS) Performance and Business Management Team are looking for an SEO Business Manager, who will be responsible for group risk management, supporting business planning and financial management, as well as maintaining delivery products. This is a key role in DAS that will support ensure that we have the right approach to risk and financial planning to evidence DAS is performing at the highest level.

Business and Financial Management: Supporting the Head of Business Management with business planning, spending review and ongoing financial management. Key to performance throughout the year is monitoring process of Group business plans, including group finances, to ensure delivery against the plan, highlighting any risks to delivery and feeding into the relevant escalation processes.

Risk Management: Supporting the development of the risk management plan and assist in maintaining the cross cutting tactical and strategic risk registers. You will be responsible for ensuring all risks and issues are effectively captured, consolidated and managed to further inform the escalation process.

Performance: You will support the implementation of, and continually refine a performance framework and its associated products to demonstrate efficiency, highlight inefficiency, join up the business and create a culture of performance. This will enable DA&S to measure its performance against programme and strategic objectives, delivering in line with the reporting requirements to the appropriate governance boards.

Risk Management

 

  • Manage the co-ordination and maintaining of up to date strategic and tactical group risk registers to ensure there is effective two-way flow of risk related information up to the Senior Team including a tracking mechanism and escalation process.
  • Assist with maintaining the DAS Risk Management Plan for effective risk management.
  • Assist in conducting independent risk assurance reviews.
  • Contribute to the planning of Boards and Committees for the Directorate, identifying interdependencies across Programmes/functions, especially in relation to risk management
  • Ensure that business continuity plans are in place and are regularly updated.
  • Deputise for the Head of Business Management/Performance & Risk to ensure business continuity (if applicable)

 

Business planning and Spending Review

  • Support the Integrated Business Planning process and production of business plans for the Group in conjunction with the Senior Management Team;
  • Monitor progress of Group business plans, including group finances, to ensure delivery against the plan, highlighting any risks to delivery and feeding into the relevant escalation process
  • Support the production of robust business cases and option appraisals to support decision making, incorporating appropriate information, costings, analysis and risks.
  • Work with the local Finance Business Partner to monitor expenditure and income against the budget, highlighting any potential under or overspends and risks and

ensuring that appropriate documentation is available for audit purposes;

  • Oversight of key programmes, including working with project and programme professionals, to monitor programme progress and performance against plans.
  • Contribute to the development of key performance indicators for the successful assessment of individual and Group success

 

Performance

  • Assist in building capability in driving evidence-based decisions across DAS, so that the organisation can harness data to make better decisions.
  • Work with teams across programmes, projects and business as usual activities to define and develop key performance metrics, including key objectives and outcome measures to support delivery mechanisms.
  • Support the development of operational metrics and reporting dashboards to communicate performance.
  • Assist with the production of high level executive performance reports and artefacts for senior management and governance boards.

 

Leadership and Management

  • Effective line management of staff (if applicable) and management of administrative functions to ensure flexibility and capacity to meet the needs of the Directorate.
  • Manage staff (if applicable), undertaking appraisals, recruitment including progressing any disciplinary or capability issues, as necessary.

Person specification

Essential Criteria:

  • Significant relevant experience working in a business support role, including experience of monitoring budgets and risk management
  • Ability to draft briefing papers and correspondence at a senior level
  • Ability to deal with complex matters and difficult situations, requiring persuasion and influence.
  • Ability to plan for long and short-term and adjust plans and resource to meet requirements
  • Highly competent in a variety of software applications including Word, Excel, Outlook and PowerPoint, Microsoft Teams etc
  • Make it clear to all team members that bullying, harassment and discrimination are unacceptable
  • You actively encourage and provide opportunities for others to share ideas and contributions.
  • You think ahead to anticipate, identify and address any risks or problems before they occur.

 

 

Desirable Criteria:

  • Experience working in a public-sector organisation
  • Experience of managing projects and reporting risk
  • Knowledge of project principles, techniques and tools
  • Ability to use digital tools and understand where they can best be deployed.

Stage 1: Application & Sift
