If the answer is yes, then our Construction Assurance Manager within our Construction & Fit Out team at HMRC could be for you! 

As our Construction Assurance Manager, we are looking for you to apply your construction related knowledge to activities across the estate which range from small works to major new build and refurbishment projects.  

This client-side role provides the opportunity to be involved in a wide range of Estates project types, covering a variety of disciplines. You will apply your skills and knowledge of all construction related matters ranging from construction project scheduling, building contracts, CDM, & H&S, drawing on your prior experience in delivering projects to time cost and quality whilst working with professional consultants, FM suppliers and fit out contractor teams to ensure our standards are delivered. 

The role is responsible for scope of works documents for construction related activities, including reviewing, and commenting on design, costs and delivery schedules and providing assurance across construction activities during preconstruction, delivery of projects and post completion.

Job description

The construction assurance manager is responsible for:  

  • Providing assurance across all allocated construction activities being delivered utilising own skills and external delivery partners whilst monitoring and reviewing the overall progress to time, cost & quality
  • Delivery of operational contract management post contract award through to completion on all contracts related to construction. 
  • Ensuring Compliance with the contract and HMRC internal governance. 
  • Resolving supplier contract issues and where appropriate escalate to Commercial Contract Management team to achieve resolution.  
  • Ensuring compliance with HMRC Soft Landing and Defects Management plans  
  • Providing a Scope of Works or Consultant Briefing documents to support Minor Capital and Lifecycle projects. 
  • Liaising with a wide range of stakeholders both internal and external consultants, contractors, and suppliers, including non-property professionals to ensure the construction element of the project is aligned with overall project objectives.  
  • Being the escalation point for suppliers and contractors to resolve delivery and installation issues.  
  • Interrogating monthly reports from external parties and ensure accurate, high-quality information and provide onward reporting to various project and programme boards  
  • Providing construction project expertise as part of a project team ensuring progress, costs, key risks, issues, H&S and products are effectively managed and communicated.  
  • Assembling and Assuring delivery of high-quality projects through adherence to Employers Requirements, design standards, BIM Plan, and delivery of defined products under the Quality Management System.

Person specification

The role holder should be able to showcase their broad expertise and experience throughout the entire construction project lifecycle in the built environment. This encompasses pre-construction, tendering, health, safety and wellbeing, CDM, risk management, task interdependencies, critical path, post-construction aftercare, and continuous improvement. Specifically, they should exhibit their aptitude for overseeing diverse external professional consultants across various disciplines, including operational, contractual, and commercial management, whilst utilising governance controls, efficient performance oversight, financial cost and time management, and service scoping of contracts. 

Essential Criteria 

Experience of operating in a construction project manager role, client or contractor side, through the whole property lifecycle on multi £m projects.

Demonstrate operational, contract and commercial management of a diverse range of property and construction professional consultants.

Conversant with all relevant construction Regulations and how they apply and are implemented particularly The Building Regulations and CDM.

An Undergraduate degree in a property related discipline along with relevant other experience and qualifications.

Role holders will require at least of one of the following professional bodies, MRICS, MCIOB, CIWFM.

If not already held, you must be willing to obtain full membership of one of the professional bodies identified within 24 Months.  

This role will require successful application for security clearance to SC level.
