The DWP Estates function ensures the smooth and efficient operation of this network on a day-to-day basis. We manage a private sector supply chain that delivers essential services such as security guarding, maintenance, property and leasehold, construction, cleaning and facilities management. Many of these services are business critical and we cannot safely open our offices without them.

The Strategy, Portfolio and Leasehold (SP&L) team is focused on proactively and strategically planning for DWPs significant property portfolio, including all Job Centre Plus locations, Corporate Centres and other buildings that make up the Departments estate.
The team brings together insights developed by our business relationship managers, data analysis from our business intelligence team and professional property planning from our portfolio strategy team to plan for the future in a way that aligns business needs and then transacted via the lease management team. This role will be key in co-ordinating activity across the team identifying risks and opportunities to drive efficiencies.

Key accountabilities
- Work across the Strategy, Portfolio and Leasehold Management (SP&L) team to co-ordinate activity and provide clarity on key milestones, providing programmatic support.
- Build and maintain effective relationships across the team and with wider stakeholders.
- Ensure processes are adhered to and work with Estates colleagues to build and maintain a centralised process library. Provide training and upskilling as required.
- Serve as the Risk Lead for SP&L which involves identifying, managing and reporting on risks and issues across the team and ensure they are clearly recorded and mitigated wherever possible.
- Co-ordinate activity and interdependencies across the team and various governance forums to ensure a clear picture of priorities is in place and that activity is planned in line with this.
- Lead secretariat provision for team governance forums and events.
- Identify and implement real time process improvements and ensure these are documented and adopted across the team.
- Produce accurate and timely reports as required by the Head of Strategy, Portfolio & Leasehold, Estates Senior Leadership Team (SLT) and DWP Governance bodies.
- Co-ordination of work force planning to identify future capacity and capability needs across the function
- Work collaboratively with colleagues across DWP Estates to identify and manage the Governance requirements, track progress and report as required.
- Track the required Governance approvals and ensure that documentation is completed to the required standard and submission deadlines are met.
- Liaise with key stakeholders and senior customers in all aspects of Strategy, Portfolio and Leasehold and act as escalation point to provide resolutions as required and a cohesive response from the team.
- Support SP&L colleagues to maintain their teams SharePoint sites, including providing ad hoc training as required.

- Excellent leadership skills able to hold others to account for delivery, and give appropriate levels of support in order to succeed
- Tactical and strategic judgement the ability to constructively challenge colleagues and agree a way forward when delivery is off-track
- Ability to analyse, interpret and use data and information from a variety of sources to produce coherent reports for senior management and ensuring stakeholders are informed.
- Extensive experience of working on own initiative, using prioritisation skills and ability to deliver at pace and to tight timescales
- Ability to work effectively across Departmental and other boundaries.
- Excellent oral and written communication skills
- Excellent organisational skills supported by robust planning and prioritisation abilities.

This role is suitable for a hybrid working arrangement, a type of flexible working arrangement, blending a combination of all workplace options (including home) with an office identified as a base and which remains the contractual place of work. Hybrid working means an employee working part of the week in their DWP office and, part of the week from home.
Hybrid workers will spend a minimum of 40% of their time in the office over a four-week period. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. This means that colleagues experiences of hybrid working will differ. Also, any employees experience of hybrid working could change over time as role requirements and possibly personal circumstances change.
