This role is an agile role. It includes a mixture of working on the Senedd estate, working from home, or a hybrid of on-site and remote working, subject to business needs. Your work may also require you to travel within Wales and further afield from time to time.

Job summary

We are seeking a dedicated and highly skilled Management Accountant to join our Financial Services team within the Senedd Commission.

You will play a pivotal role in supporting financial management and decision making processes within the Senedd Commission . Your expertise in financial analysis, budgeting, and management information reporting will contribute to the efficient allocation of resources and the achievement of the organisation’s financial objectives.

Your main responsibilities will include; managing the monthly reporting process; improving management accounting practices; strengthening the control environment; analysing in-year budget performance, producing the Commission’s annual budget and supporting the project boards and financial reporting requirements for two significant  muliti year programmes of work.

You will be adaptable and proactive in applying your financial experience to deliver high standards of financial management across the Senedd Commission, so ensuring effective stewardship of public funds and contributing to the Commission’s goals in supporting the Welsh Parliament/Senedd Cymru. 

Job description

The role of Management Accountant will give you an in depth understanding of all of the individual service and project budgets and activities within the Commission, You will be close enough to the detail to provide accurate and informed financial advice to budget holders and Executive Board as well as developing a strategic appreciation of how the service / project budgets impact on the wider corporate position and priorities. You will build strong working relationships with budget managers to help them effectively manage their delegated budgets delivering value for money to the organisation and supporting them when considering financial changes within their services. The role is challenging and rewarding and a key role within the Finance team.

Person specification

CCAB qualification  with post qualification experience preferably in a service oriented organisation.

 

Excellent communication and presentation skills with the ability to make finance understandable and accessible for non-financial professionals.

 

Excellent technical skills and extensive experience in timely analyses and reporting of monthly financial performance including:

 

  • Extensive experience in budget planning and reporting;
  • A successful track record of implementing improvements to financial management policy and processes; and
  • Competence in using the Microsoft Office suite, with advanced Excel skills.

 

Ability to balance scrupulous governance management with business effectiveness and efficiency.

 

Excellent data analytical and numerical skills whilst maintaining a strong attention to detail and problem-solving

 

Line management experience with the ability to lead and inspire  team members towards common goals.

 

Desirable Criteria:

 

Experience of finance system implementation and other project work

 

Welsh language criteria:

The language skills for this post have been assessed as follows:

 

  • Listening: Understand discussions and instructions even on unfamiliar topics. (Level 4)

 

  • Speaking: Able to speak and engage in discussion at length, confidently and without prompting. (Level 4)

 

  • Reading: Understand correspondence, newspaper articles and reports aimed at fluent Welsh speakers. (Level 4)

 

  • Writing: Able to write different types of texts in styles that are appropriate to the reader in mind. (Level 4)
