His Majestys Naval Base Portsmouth (HMNBP) has been an integral part of the city since 1194. It is home to almost two-thirds of the Royal Navy’s surface ships, including the new aircraft carriers HMS Queen Elizabeth; HMS Prince of Wales; the formidable Type 45 destroyers; Type 23 frigates; and mine countermeasures and fishery protection squadrons.
The base is a major employer and provides lodging facilities to RN personnel serving at the base and in Portsmouth based ships.
HMNBP is one of three naval bases providing enabling support as part of the nations defence strategy. In doing so, HMNBP seeks to improve through science and technology to strengthen its security and defence at home and overseas. This requires continuous improvements in building capacity, capability and resilience through its people. It is the home base for assigned ships and ships companies preparing for operations. A key component of achieving this support is the ability to deliver the full range of increasingly sophisticated engineering support services. Job description
Working as part of the Naval Base Health Safety and Environment Group (HSEG) is a unique opportunity. HMNB Portsmouth is a complex, multi-stakeholder, multi-hazard environment employing over 12,000 people and is home to over 100 business units including MOD units, lodgers, contractors and charities. The successful candidates will have the opportunity to learn and develop health and safety skills as part of a small team delivering a wide range of safety functions.
Whilst previous experience and training is an advantage, for the right candidate with the core attributes we are looking for, we offer a full training package plus the opportunity to undertake Continuous Personal Development (CPD). This is an ideal opportunity to either continue and develop a career in health and safety or embark on a new path, with excellent progression opportunities.
General responsibilities
Conduct HS&EP rounds within an allotted area of the Naval Base, identifying and reporting hazards
Act as the primary point of contact for HS&EP advice for Business Units within their area including: Site Risk Assessment; Hazard Survey; General Risk Assessment, Accident Investigation, Manual Handling Operations; Display Screen Equipment; Provision and Use of Work Equipment.
Conduct advisory visits and inspections of MOD units and other stakeholders within designated area of responsibility. Support the HS&EP Assurance Officer in conducting audits, reviewing audit reports and identifying Learning from Experience
Assist in the investigation of near misses, incidents and accidents
Assist with the development and maintenance of an establishment hazard register, based on building and area registers
Accompany Management on rounds within designated area of the Naval Base as and when required
Specific Responsibilities:
HS&EP Advisor C/Management Information:
Lead on Performance Reporting and Management Information; collecting and coordinating management information to support the production of various management reports.
Act as HS&EP risk coordinator, maintaining both the HSEG and HS&EP Risk Register, inputting organisational and team HS&EP risks.
Act as communications Lead for the HSEG

The post does not offer relocation expenses.
