Are you looking for an exciting opportunity to support delivery of a major recapitalisation programme to regenerate Portsmouth Naval Base and enable our Armed Forces to protect, defend and support everyday life?

The Infrastructure Team are seeking ambitiously driven individuals to support a dynamic regeneration programme, supervising the delivery of Capital infrastructure and construction Projects across the Naval Base!

The role focuses primarily on Governance and Assurance of Projects being delivered by the Hard Facilities Management (HFM) contractor, and includes responsibility for securing relevant funding to proceed with Projects.

This position is advertised at 37 hours per week. 

Job description

The successful post-holder will ensure effective and timely delivery of planned regeneration Projects, primarily Systems works i.e. Electrical, Heating, Water Networks.

Working closely with the associated Asset Owner(s) and Programme Lead(s) to understand target outcomes, you’ll form part of a joint MOD-Industry Delivery Team, developing viable Options Investment Appraisals before submitting timely Project justification (Business Case(s)) documentation, to identify Preferred Option(s) and optimum delivery approaches.

Thereafter, you will monitor the Procurement and Delivery cost, ensure Schedule is maintained, and manage Risk(s) to ensure Projects remain within the agreed and approved Time, Cost and Scope boundaries.

At Project completion, you’re responsible for accepting the Project outcomes (and associated benefits), ensuring Value for Money whilst recording Lessons Learnt, and coordinating all through life support actions (i.e. implementation of Maintenance Plans).

This is a fast paced and exciting role! To be successful you will need to:

  • Have strong stakeholder management and communication skills: necessary to establish and develop productive relationships internally and externally. This includes the ability to overcome communication barriers and deliver clear messages, decisions or direction, whilst taking diversity of interest into consideration.
  • Interpret, analyse and evaluate data to inform dynamic decision making, using problem solving skills to adapt the best solutions, before communicating your findings / recommendations convincingly.
  • Have robust time management, planning and prioritisation skills.
  • Work flexibly to changing circumstances, emergent Risk(s) and adverse situations – whilst remaining calm, maintaining performance and identifying resolutions.
  • Have proficient IT skills across Microsoft office, specifically with Excel.
  • Be keen to learn and develop both your personal skills and Organisational practices and processes.
