The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:  

  • Delivering security of energy supply. 
  • Ensuring properly functioning energy markets. 
  • Encouraging greater energy efficiency. 
  • Seizing the opportunities of net zero to lead the world in new green industries.  

For 2023, our priorities are: 

Ensure security of energy supply this winter, next winter and in the longer-term – bringing down energy bills and reducing inflation. 

Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.  

Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition. 

Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses. 

Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries.

Job description

The Government’s vision is for every home and small business in Great Britain to have a smart electricity and gas meter. This makes the Smart Metering Implementation Programme the most significant change programme in this industry in 40 years. It will bring an end to estimated bills, put consumers in control and provide a cornerstone for the smarter and more flexible energy system of the future. Over the coming years, new technical capability will need to be implemented to enable smart metering benefits to be realised through this decade and the next. This new capability largely sits within a suite of changes being led through the ‘network evolution’ programme and includes in particular 4G communications and networks, data services and a public key infrastructure.

We are seeking a hardworking and motivated individual to support the delivery of this technical capability. Your role will involve scrutinising the delivery plans of the Data Communications Company (DCC), the licensed entity responsible for the provision of smart metering technical capability. This will require management of risks/issues which could impact timely delivery and ensuring appropriate visibility and input for the wider energy industry as delivery progresses. You will also lead on the process of making changes to the regulatory framework that will be required to deliver the new technical capability, including producing consultation documents and analysing industry responses to government consultations to inform next steps.

Key Responsibilities

• Support and monitor DCC’s delivery of new smart metering technical capability, tracking key issues and risks which relate, ensuring appropriate wider industry visibility and engagement on the plan / changes to the plan and making sure that DCC delivers the design, build and test activities according to approved plans.

• Lead on regulatory change required to enable transition to new capability, including through consultation with industry and associated parliamentary processes.

• Incentivise timely delivery including where relevant through the implementation of financial incentive schemes.

• Ensure that new technical capability does not enter the live environment without having been exposed to industry input and departmental approvals based on relevant live service criteria.

• Support the team in carrying out a range of ad-hoc policy and project delivery activities that will contribute to the delivery of new technical capability.

• Have the ability to work collaboratively both with Departmental colleagues and the licensed organisation in charge of delivering smart metering technical capability, driving progress in the face of a range of competing views and priorities.

Essential skills and experience

• Possess highly developed organisational skills to develop and supervise plans and see them through to delivery.

• Are comfortable operating in a complex and fast-paced technical environment adapting as the situation changes and finding ways to make progress despite uncertainty.

Familiarity or an interest in the energy sector and technology as well as experience with drafting government consultations would be desirable. The individual should be enthusiastic and prepared to learn fast. We will provide you with training opportunities and the ability to pace and stretch yourself.
