Job summary

GDS exists to help government make brilliant public services that empower people in the UK. We work at the very centre of government to drive digital transformation, focused on users. We build and maintain common platforms, products and tools for others to use and create great public services that are accessible, inclusive and easy to use. We also work with departments to identify patterns, share learning and create change to make government more efficient.

Our teams are organised around delivering on our priorities. These are:

  • making it easier for people to find what they are looking for on GOV.UK
  • building common service platforms to make it simpler and cheaper to build quality digital services
  • promoting agile, user-centred design practices both in the UK and across the world

GOV.UK is an integral part of our national infrastructure. Millions of people visit daily for everything from registering a death to paying their taxes. But, we know GOV.UK can do more – and must do more – for its users. This is why we have growth at the heart of our plans. We want to grow our product offer, grow our user base, and grow our team. Specifically, we want to:

  • grow GOV.UK to reach people when and where they need government information
  • make GOV.UK more proactive in helping people
  • evolve to match user expectations for new technologies

You can learn more about how this translates into delivery between now and 2025 here

At the heart of these ambitions is data. It is fundamental and foundational to everything GOV.UK and GDS wants to achieve and only through transforming and accelerating the department’s relationship with it will we see the changes we need. At the centre of GOV.UK is the Data Group, who are perfectly placed to lead and orchestrate this work. This is done via 3 main teams – GOV.UK Analytics, Data Insights and Data tools, which are all multidisciplinary teams with a focus on quantitative and qualitative data practitioners. These roles are for the Data Group.

Job description

As a Performance Analyst you’ll develop analytical tracking implementation and performance measurement frameworks – Key Performance Indicators (KPIs), goals, user needs and benefits – to analyse the performance of GOV.UK.

You’ll focus on digital analytics but also work with data from other sources. Your insights will drive prioritisation, helping product owners to focus on features that work best for users.

This is not a database manager or management information role, it is a web analytics role.

You’ll be proactive and work effectively in a multidisciplinary agile team to help other teams identify “what success looks like”, develop hypotheses, implement tracking, ensure data is accurate and significant and then provide analysis and actionable insight through effective storytelling and data visualisation. You’ll be expected to work with the whole agile team, as well as the community of practice to support other teams in the organisation.

As a Performance Analyst you’ll:

  • collect relevant and accurate digital data by managing and developing digital analytics instrumentation (mainly Google Analytics, Google Tag Manager and BigQuery) – working with developers
  • deliver analysis, especially using digital analytics, to help product owners make decisions based on evidence
  • lead the project team to measure and assess outcomes, for example, ‘what success looks like’, developing hypotheses and measurement frameworks
  • identify where user experience can be improved through a variety of methodologies, such as A/B testing
  • work closely with user researchers to combine the ‘what’ and ‘why’ of user behaviour
  • provide recommendations for action based on user data in easily understandable and engaging ways – such as show and tells, blog posts, dashboards
  • contribute to the performance analysis community; assisting with training and knowledge transfer of digital analysis principles to wider audiences and expanding your own and others’ data analysis skills
  • line management of any associate performance analysts, when recruited
  • work independently, although seek guidance when necessary

Person specification

We’re interested in people who:

  • have experience in digital analytics and data analysis, instrumenting, administration and analysis
  • have good understanding and hands on experience working with in web analytics with tools such as Google Analytics, Google Tag Manager and BigQuery
  • are able to provide insight and translate data in a clear and concise manner, including the use of visualisation tools such as Looker/Data Studio or Tableau
  • have experience of discovering and sharing analytical insight with stakeholders with various levels of analytical expertise and at all levels of seniority
  • have some experience in gathering and understanding technical requirements and working with developers to build suitable technical solutions

Desirable

  • experience in running A/B and multivariate testing
  • experience in app analytics
  • experience in social media analytics, and how this data can drive desired website outcomes
