Job summary
This is a new Civil Service Senior Executive Officer post which sits in the Business department of the Naval Base Commanders (NBC) Clyde organisation. supporting both the NBC organisation and the wider Clyde Infrastructure Programme in both Organisational Design & Development and Strategic Workforce Planning. The post works directly to the Assistant Head Strategic Workforce Planning.
HMNB Naval Base Clyde is expanding to accommodate future requirements including the Clyde Infrastructure Programme whose vision is to deliver infrastructure in support of “An integrated submarine operating base at Clyde, supporting a Submarine Force that is safe, secure, sustainable and resilient, and ready to excel in operations out to 2067
CIP will encapsulate various projects under the programme. Both CIP projects and NBC Clyde teams will look to grow the workforce to deliver this, with a significant increase in workforce.
You will be responsible for supporting the Assistant Head SWP in strategic workforce planning, advising the Naval Base Commander and senior officials in the Navy on recruitment, training, and retention of civilian staff, as we grow our professional team to meet the challenges of the submarine service in the next decade
You will work closely with the existing People & Organisational Development team (who support the steady state) to attract and upskill the workforce to deliver Clyde outputs in a professional manner.
This is an excellent opportunity to work with HR professionals in many parts of MoD and collaborate with Industry HR counterparts, other Government organisations, local authorities, and Education bodies.
Job description
This post is responsible for supporting AH SWP in the following tasks:
- Provide effective line management and leadership of the SWP team (once in place).
- Develop, deliver, maintain, and implement a Strategic Workforce Plan that allow for future resource planning, succession planning, sustainability and employee development ensuring that Naval Base Commander Clyde organisation and the Clyde Infrastructure Programme has a capable and motivated workforce for the future using a variety of routes and levers (Apprenticeships, Graduates, Fast stream and loans/secondees).
- Develop, deliver, maintain, and implement a year 1 workforce resourcing model and lead on the recruitment aspects for Naval Base Commander and Clyde Infrastructure Programme and ensure adequate funded training is in place that this entails which will become business as usual into year 2+.
- Partner with Senior Leadership Team, being a trusted advisor on the delivery of the workforce related strategy and Organisation Design & Development.
- Engage with Local Education Authority and colleges/universities to improve Talent Acquisition and signpost roles in Clyde as Whole Force, raising awareness and promoting Clyde as a great place to work
- Collaborate and work with central Navy Command HQ People teams and Defence Nuclear Enterprise on cross cutting activity such as D&I related aspects and any central pan-defence strategy and be CIP lead on any TU aspects/engagement. Work with Retention and leave well teams in Navy Command to attract service leavers.
- Collaborate with Assistant Head People & Organisational Development (AH POD) and team to attract retain, develop and upskill the workforce
- Standing member of Director Submarines Whole Force Management Group, collaborating on cross cutting recruitment and resourcing activity across NBC Clyde.
- Engagement with local government and education bodies (schools, colleges and universities) to attract new talent.
- Work closely with private sector and wider MoD on SWP matters.
Person specification
The successful candidate will require strong communication and engagement skills to be a key interlocutor between the Project leads in Naval Base Commanders organisation, and work with their counterparts in the Defence Infrastructure Organisation and other areas of HMNB Clyde and Navy Command to conduct strategic workforce planning and resource into the roles using all levers available.
They will be a strong collaborator for the both the Naval Base Commander and the Clyde Infrastructure Programme Senior Responsible Office on infrastructure recruitment working closely with Director Submarines Whole Force Management Group and central HR teams in Navy Command and the Nuclear Skills team in Defence Nuclear Organisation.
The successful candidate should be Chartered CIPD or give commitment to obtaining this. CIPD membership will be supported.
Experience of Strategic Workforce Planning and Organisational design and development are highly desirable

The post does not offer relocation expenses.
