This post can be based at our sites in either Ryton-on-Dunsmore (CV8 3EN), Durham (DL15 8DS), or Harrogate (HG3 1UF). Hybrid working opportunities can also be discussed prior to you taking up your post. This role is also available as a designated homeworking role but would require travel to College of Policing sites and other areas of policing.

This role will be part of the Operation Soteria team working to transform the policing response to victims of rape and other serious sexual offences (RASSO).  It has already started to show green shoots of improvement in the response to RASSO in participating forces. 

Over the last two years, the programme has brought together police forces and academics to develop the National Operating Model for the Investigation of Rape and Serious Sexual Offences , a new approach for responding to these offences, launched in July 2023, which all 43 Home Office forces have committed to adopting.

This role is to join a new joint Home Office, NPCC and College of Policing Unit, which will begin supporting implementation of the National Operating Model, taking a systemic approach, working with forces, the wider policing environment and key stakeholders from the criminal justice system to improve the policing response to RASSO.

Job description

The successful candidate will identify, design, develop and lead the delivery of networks and communities of practice across relevant platforms to ensure the implementation of Operation Soteria/VAWG National Learning Network products and services. You will embed our products and services at all levels in Policing and maintain the reputation of the Operation Soteria Joint Unit/VAWG taskforce and the College. 

Person specification

Some of your responsibilities will include:

  • Lead, direct and ensure the development of a variety of virtual and face to face events to share knowledge and best practices gained from Operation Soteria and VAWG programmes.
  • Determine and plan the best use of resources to achieve a customer focussed and cost-effective delivery, whilst considering the programme’s strategic priorities.
  • Collaborate with the Operation Soteria Joint Unit/VAWG taskforce, to deliver appropriate initiatives through the National Learning Network, to share knowledge and implement new and updated practices and services designed to support the improvement of RASSO/VAWG investigations in the police service.
  • Proactively support the development of National Learning Network communities in the Knowledge Hub by monitoring, updating, and maintaining content and memberships, marketing to drive and support engagement via external and internal stakeholders, and evaluating the effectiveness of the networks.

To be successful in this role you’ll need:

  • Experience of managing a wide variety of activities, multi-tasking and delivering to tight deadlines
  • Experience of developing strong working relationships with internal and external customers, establishing, and maintaining positive working relationships and removing unnecessary barriers to service delivery.
  • Experience of problem-solving and using an evidence-based approach to develop and/or establish standards for professional practice in private and/or public sector organisations
  •  Ability and confidence to present and contribute to discussions on complex and/or contentious concepts and, where appropriate, use simple, succinct terms to audiences orally and in writing.
