About the JIO
The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC), the National Security Council (NSC), the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security and foreign policy priorities.

The Information and Data Exchange (INDEX) is a digital initiative sponsored by the Joint Intelligence Organisation (JIO). INDEX is a digital service which enables analysts to quickly find relevant, high quality government reporting (analysis and assessment) and publicly available material (open source). INDEX optimises advanced analytics and cloud technology to enable people working across HMG to quickly identify relevant, high-quality data and information from within and external to government.
We are advertising for three digital roles to help grow the INDEX service. We are looking for people who are interested in using technology to improve services, but you dont have to have specific digital experience. There will be opportunities to work with a range of stakeholders including government departments, the National Security community and industry partners. You will be working with INDEX users internally and across government departments to help users get the most out of the service. You will be empowered to identify and implement improvements to help scale the service, including through automation and use of data and metrics. There will be opportunities to gain experience in commercial and financial management, as well as security and risk management. You will be working as part of a multidisciplinary team, including user researchers, developers, and analysis teams across government.
We are recruiting for three Digital Delivery Officers. Example responsibilities, which will be split across the successful candidates, include:
- User Engagement: Lead on engagement with a community of INDEX champion users. Build strong relationships with users and establish a feedback loop to improve the service and digital change approach. Build trust in the service to maintain INDEXs reputation amongst users.
- Community Engagement & Comms: Support and promote adoption of the INDEX service within the analyst community through drafting and designing INDEX comms messages, such as newsletters and training materials.
- Service Management: Manage queries and requests sent to the INDEX mailbox, including responding to issues and software bugs. Understand INDEX priorities and timelines, and manage customer expectations accordingly.
- Support scaling of the INDEX service: Onboard and support new government departments, enhance INDEX business processes, and maintain security and assurance standards
- Run demos and capture feedback: Design, plan and run meetings, demos and events with the user community across multiple departments. Capture feedback, requirements and promote adoption of the service.
- Support monitoring and evaluation: Use dashboards and metrics to communicate INDEX progress against our Objectives and Key Results. Draft updates on INDEX to seniors.
- Secretariat support: Maintain the delivery momentum of the INDEX team through secretariat support to INDEX working groups and governance boards, liaising with board members and the wider community to facilitate effective challenge and insight on INDEX priority areas.
- Continual service improvement: Identify and explore opportunities for improvement to the INDEX service, including through automation. Produce analysis and identify, prioritise and implement improvements and efficiencies, ensuring that the organisation derives maximum value from INDEX.
- Support to commercial and finance management: Support supplier management, contract management, budget management and financial planning.
- You will be empowered to set up new initiatives, develop new relationships and try new ideas which are aligned with the INDEX vision.
This role is suitable for hybrid working in which an employee can work from home and attend the office as business requires. This is a voluntary, non-contractual arrangement and 70 Whitehall, London, will be your contractual place of work.

- Ownership, initiative and problem management. You can understand and identify problems, analysing and helping to identify the appropriate solution. You can classify and prioritise problems, document their causes and implement remedies. You can take ownership of problems and proactively resolve problems, ensuring that solutions continue to meet business requirements.
- Digital perspective. You understand how developments in data, technology and digital are changing user behaviour and the government landscape. You know about advances in technology and associated opportunities and challenges. (Relevant skill level: working).

Annual salary increases will depend upon individual performance and contribution to the organisations success. In addition there will be the opportunity to earn performance related bonuses.
Existing civil servants can take up the post on loan from their parent department for the duration advertised (permission from their parent department would need to be secured in order to take up the post). Those joining on level transfer will retain their current salary. Staff joining on promotion terms will receive up to a 10% increase of their current basic salary or the pay band minimum whichever is the greater. Staff joining on promotion will adopt the modernised terms and conditions of employment which came into force in 2013.

Flexible Working: Flexible working including job-share arrangements may be considered for this role.
Probation: Staff new to the Civil Service will be required to serve a six month probationary period.
Location: The post will be based in Westminster, London. No relocation costs will be available.

Selection process details
As part of the application process you will be asked to complete a name blank CV, 250 word Behavioural Statements and 500 word Personal Statement. Further details around what this will entail are listed on the application form.
Your Personal Statement must outline your experience relevant to the role, including where you can demonstrate meeting the criteria listed for this position (500 words).
Should a large number of applications be received, an initial sift may be conducted using the lead behaviour, Working Together. Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to assessment/interview.
