The Digital Data and Technology (DDaT) profession enable the Home Office to keep the UK safe and secure. They do this by designing, building, and running the services that help people apply for visas or passports, support policing and counter-terrorism operations, and protect the UKs borders.
Within DDaT, Data Services & Analytics (DSA) is one of the most advanced data analytics centres in Government. DSA sits at the heart of the Home Offices transformation into a data driven department. DSA designs, builds and operates services that are critical in helping the department achieve its mission. Job description
A Senior Product Manager will use their knowledge of user needs and business goals to frame and solve problems and set priorities for delivery teams. You will be responsible for the overall vision and quality of the product being delivered, and set its roadmap and lead the delivery team.
Senior Product Managers in DSA uses their knowledge of user needs and business goals to frame and solve problems and set priorities for delivery teams. You will be responsible for the overall vision and quality of a product or set of products being delivered by DSA.
Our work is guided by these fundamental principles:
- put user needs first
- delivery and outcomes over process
- make the most of openness: open standards, open source, open data and open markets.
Broadly, our products fall into a small number of categories:
- Products which support intelligence operations and allow users to match data sets together, search data, uncover patterns in data and visualize networks of connections and activity.
- Products which process high volumes of (usually casework) data and apply machine learning rules or policy-led rules or a combination to rank the data against a set of pre-agreed criteria in order to assist operational decision-making.
- Products which provide reporting, either matching and aggregating data and performing statistical and other analysis on the data to provide management information, or filtering out record-level data according to complex rules for some business action.
- Products which use innovative data science techniques, for example, to analyse text or geo-data for patterns and trends.
This recruitment is for 5 roles. To manage the development and growth of our data matching technologies which underpin all our products. This is a mature product with a well-established team.
The other is to manage a newer product which performs thematic analysis of textual data to uncover insights. The challenge here is to grow this product and apply it to new customer areas.
The scope of your role will include:
- Maintenance, delivery and future development of your product(s).
- Building frameworks and reusable components to be used across products.
- The future strategy and direction of these products.
- Managing the customer/stakeholder relationships.
Some of the products you may be responsible for are established and are delivering value to their customers. It is vital that these continue to be delivered and maintained and also that the way in which these products are architected, developed and delivered is revisited as part of a strategic review of these products roadmaps and visions, and to ensure the continued growth of these services in DSA.
You will identify opportunities for improving business outcomes and enhancing benefits, looking to continuously improve the quality, capability and efficiency of your products. You will have the final say on quality and whether something is ready to be released into production. You may be asked either to be responsible for a single, complex, large product, or multiple related products.
In addition, you may line manage, coach and mentor Associate Product Managers and Product Managers, and be involved in recruitment related processes.

Responsibilities include
- forming the vision for the product(s) you own and engage teams and stakeholders in the development of that vision over time
- leading the production of roadmaps, release plans and lifecycle plans for the delivery and maintenance of the product(s) from inception right the way through to retirement as well as inputting into the departmental wide approach to road mapping/lifecycle planning
- taking a product through its lifecycle (e.g. discovery, alpha, beta, live) including service assessments
- representing users and focus on their needs throughout the delivery process
- leading the prioritisation process for the work that needs to be done by the development team by creating and maintaining a product backlog which balances immediate user needs with the long-term investment in development and overall business benefits
- providing final sign off on any completed functional development prior to the deployment to a production environment for your product(s)
- taking the lead in using product or service usage data, and user feedback to devise new ideas for functionality or new ways of working with a continuous improvement mindset and take a lead in promoting such evidence/data driven design across the wider department
Essential criteria:
- investigating patterns and trends identify and resolve problems
- working in the delivery of technology-based projects
- budgeting and financial control skills as well as commercial awareness
- communicating using a variety of methods (written reports, verbal feedback, presentations etc.), applying the appropriate method to each scenario/audience, which at this level, will usually be large groups
- leading in promoting the needs of the team, and of the product; understanding how these may vary between the different phases of a product lifecycle.
