Job description
Detention Services (DS) is part of Immigration Enforcement (IE) and supports compliance across the immigration system through the detention and removal of individuals who no longer have the right to remain in the UK, and for whom other enforcement approaches have been unsuccessful. DS is responsible for running the immigration detention estate, which comprises of several Immigration Removal Centres (IRCs). We have a responsibility to ensure that men and women in detention are held securely, safely and are treated with dignity and respect.
This post sits within the Detention Services Central Support Services Team and will support our Workforce Planning and Recruitment Support across the department. You will join a small team with the primary responsibility to support day-to-day workforce planning activities to include recruitment (future planning for staff and estates), building and maintaining the management information for the department on workforce planning matters (for example headcount, recruitment, projections, retention) and contributing to a department level workforce planning strategy.
You will report to the Senior Executive Officer Workforce Planning Lead and will have direct line management responsibility for one individual.
Responsibilities
You will be responsible for:
- Leading on the development of centralised recruitment processes within DS; providing support to recruiting managers, including business case approvals and recruitment queries; ensuring consistency in across the department and overseeing the flow of vacancies through engagement with Home Office Resourcing Centre and individual business units. Reviewing and maintaining the process adapting to change.
- Tracking and maintaining Illegal Migration Act recruitment data, monitoring vacancies and recruitment through to onboarding. Ensuring that the workforce planning team is the central point of contact for DS and provide regular reporting on progress to the strategy teams.
- Contributing to the Home Office places for growth agenda; supporting the Work Force Planning lead in representing the department in estates planning and ensuring DS plans reflect the levelling-up strategy; supporting collaborating with central estates teams to plan building moves; providing assurance and planning for current and future office space requirements.
- Being responsible for management information; working with the team to introduce improvements to management information collation, analysis and reporting; delivering regular staffing and performance management reports that provide value; identifying trends and issues from management information; working with teams across the business to review and improve the range and quality of published data.
- Providing support for learning and development across DS; working with the DS training team to provide advice and guidance to managers in identifying learning and development opportunities for staff based on recruitment and retention trends within the business.
Please note, internal Detention staff can remain working in their current location or choose to relocate to a location listed above.
Please note, this role may include some non-essential travel.

Essential criteria
- Strong oral and written communication skills, with the ability to communicate effectively through various methods, tailoring your delivery to suit your audience.

- Good IT skills with experience of using Microsoft Word, Outlook and Excel.

The sift will be held on the lead behaviour Making Effective Decisions and the statement of suitability (personal statement).
The statement of suitability will be scored first for all candidates. Those candidates who achieve the minimum pass score for the statement of suitability, will progress to a further sift where the lead behaviour (Making Effective Decisions) will be scored. These candidates will therefore receive a sift score for both elements. Candidates who fail to meet the minimum pass score for the statement of suitability will not have their lead behaviour scored and will therefore only receive a sift score for the statement of suitability.
However, if a large number of applications are received, the sift will be conducted on the statement of suitability (personal statement) only.
If you are successful at sift stage, you will be invited to an interview which will be a blended approach of strength-based questions and behaviour-based questions on all listed in the advert.

Sift and Interview dates
Sift is expected to take place week commencing 22nd January 2024.
Interviews are expected to take place week commencing 19th February 2024.
We will try to meet the dates set out in the advert, however on occasions these dates may change.
Interviews will be carried out via video. Candidates will be required to have access to:

Further Information
For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A lack of UK residency in itself is not necessarily a bar to a security clearance and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.
Please be aware the levels of national security clearance are changing which may impact on the level needed for this role by the time of appointment. Flexible working
Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity, by Spring 2024.
