The Geospatial Commission is an expert committee within the Cabinet Office* responsible for setting the UK Geospatial Strategy and coordinating public sector geospatial activity. It is an economic policy unit supported by a range of professionals including analysts, policy, project managers, and data specialists from a variety of backgrounds. To note Geospatial Commission is in the process of transferring from the Cabinet Office to the newly formed Department for Science, Innovation and Technology, (DSIT) so whilst this role is currently being advertised under the Cabinet Office the successful candidates will be employees of the DSIT when they join the Geospatial Commission.

Job description

About the role:

We are looking for a financial analyst to lead sections of the in-year financial monitoring of the Geospatial Commission. In addition, the post-holder will coordinate and lead on aspects of the Commission’s financial strategy, developing the associated narrative and liaising with the Central Cabinet Office/ DSIT Finance team when required, to maximise the Commission’s chances of meeting its strategic aims.

Key responsibilities

  • Providing expert financial advice and financial analysis to the Geospatial Commission.
  • Leading on monitoring and forecasting against income, pay, non-pay and capital budgets on a combined portfolio of c. £147m p.a, and reporting on this at various levels within the organisation.
  • Leading on input into financial cases at all stages of the business case process. This is often for novel cases of expenditure such as contracts, imposing long-lasting commitments.
  • Reporting back centrally to the DSIT Central Finance team on key risks/opportunities to the financial position.
  • Briefing senior stakeholders on proposed investment decisions or decisions with financial consequences.
  • Supporting the Head of Finance in the Business Planning process to set future budgets in line with wider team strategy.

  • As Finance Analyst, your role is to add value by leading on the provision of financial advice, planning and reporting for the Geospatial Commission. 
  • Strong leadership and interpersonal skills are critical to this role.The post-holder will partner and collaborate with a range of stakeholders, acting as the face of finance and embedding finance in decision-making.
  • The post-holder will lead in problem-solving and the provision of high-quality financial advice on a variety of financial issues to reach a positive solution.
  • Applicants should have excellent presentation, communication, and stakeholder management skills teamed with a strong financial background (preferably training towards a finance qualification)

Essential

  • Excellent technical skills with the ability to convey complex financial information to a range of audiences. Prior experience of working in a financial reporting or analytical role would be ideal.
  • Excellent communication skills, and the ability to work with colleagues at all levels and experience of managing complex stakeholder relationships. 
  • Confidence in advising, challenging and negotiating with people, often senior to yourself, with differing opinions.
  • Strong organisational and time management skills, with the ability to prioritise workload effectively in order to meet challenging deadlines.

Desirable Skills

  • Prior experience of working in a government finance role.
  • Prior experience of effectively influencing and delivering through teams.
  • Understanding of commercial accounting and financial models is highly desirable.
  • Prior experience of using Google Workspace applications (e.g. Google Sheets, Google Docs, Google Slides etc) as well as the Microsoft Office package (Excel, Word etc).
  • Sound understanding of UK government budget and accounting rules – including Managing Public Money, Consolidated Budgeting Guidance, HM Treasury’s Green Book and the Government Financial Reporting Manual.
