The Government Communication Service (GCS) is the professional body for all public service communicators working in government. Our GCS membership incorporates marketing, stakeholder engagement, internal communications, media, digital and social, and operational communications professionals. We collaborate across government with 24 ministerial departments, 20 non-ministerial departments and more than 300 agencies in addition to other public bodies.

Job description

This is a pivotal role developing and delivering people insights and analytics across the Communications profession. Working within the GCS People and Membership Team, the GCS Data Workforce Intelligence Manager is responsible for collating, analysing, and presenting the quantitative and qualitative data that underpins our work.  

As the Data Analyst, you will use data and evidence to improve organisational decision-making on people issues for GCS, combining workforce data with wider organisational datasets. 

You will work closely with the wider People and Membership team and the Skills and Standards team to deliver regular data and insights in support of our People Strategy. You will produce a range of reports and dashboards for our audiences, including our Executive Leadership team and wider leaders of communications in government. You’ll work closely with colleagues in the wider People Team to maintain accurate information on our workforce structure and organisational design which will underpin our workforce and business planning activities. 

The Civil Service operates a functional model, with strong leadership and continuous improvement of the cross-departmental corporate functions. This is a customer focussed team, working across internal and external stakeholders to develop a brilliant communications profession, providing excellent engagement with the government comms community to deliver the strategy. 

The team also leads the member services function which is responsible for developing the membership and comms strategy for GCS to ensure that every member of GCS knows the benefits of being part of the comms profession within government, developing a strong, recognisable brand for GCS. 

You will be joining an expert, professional and fun team responsible for a range of activities to strengthen the GCS – from attracting, recruiting and building talented communicators, to engaging members of the profession across the UK.

What will the successful candidate be doing?

  • Commissioning, collating, and analysing data and workforce insights to feed into the updates of the GCS D&I Strategy and Location Strategy in alignment with the Civil Service D&I Strategy 2022-2025
  • Leading on the design and delivery of the annual GCS data collection
  • Developing a people data dashboard
  • Identifying gaps where additional insights or data are required, and conducting additional research to fill those gaps using a variety of different tools and methodologies
  • Identifying and analysing trends and patterns in the people data and sharing appropriate insights and commentary to allow targeted action where required to build an inclusive culture
  • Using people data, contribute to the development of robust workforce plans, which inform the GCS People Plan, to increase the capability and capacity of the workforce to deliver improved performance
  • Ensuring that workforce information is presented in a meaningful and effective way to identify the composition of the workforce, patterns, trends, benchmarks and indicators of performance etc as a key tool. To analyse data in a way to supply predictive reports, for example workforce supply
  • To respond quickly and accurately to a range of internal and external data requests
  • Maintaining key performance indicators that are set performance benchmarks for GCS and ensure these are analysed and acted upon
  • Produce material for complex presentations which are engaging, influential and effective in delivering key messages, the content of which may include complex technical or sensitive information
