Job summary
The Defence Safety Authority (DSA) is responsible for the regulation of Defence Health, Safety and Environmental Protection, operating under a Charter from the Secretary of State for Defence (SofS). The DSA provides independent assurance direct to the SofS that the law is complied with and his policy on safety in Defence is being promoted and implemented whilst Defence activities are conducted. This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports the Defences operational imperatives. The DSA hosts Defence safety regulators across all operating environments and also incorporates the Defence Accident Investigation Branch (DAIB) and a HQ within a single independent organisation led by a 3* military officer.
This position is advertised at 37 hours per week.
Job description
The DSA are currently offering two roles, one for the Defence Maritime Regulator (DMR), who is tasked to provide regulation, assurance and enforcement across the Defence Maritime Domain. This comprises all activity conducted by MOD Shipping in the Defence Ports and at Defence Harbour Facilities and in Defence Diving, both Military and Commercially contracted diving, in support of Defence activities.
The second role is within the Military Aviation Authority (MAA). The role is primarily focused on the delivery and assurance of analytical products for the Director of MAA from within the Knowledge Exploitation branch of the MAA. This analysis provides Director MAA with the ability to ensure Air Safety is effectively and efficiently managed across the DAE. The role will require you to take responsibility for multiple aspects of statistical production. Often managing analysts and non-analysts to deliver innovative results for your stakeholders and developing expertise in technical skills through further training. The MAA role provides opportunities to develop novel analytical techniques to evaluate air safety reporting data, through on the job learning, formal training opportunities and collaboration with the Regulated Community.

Hybrid working: We offer hybrid working with a current expectation to be working in Office for 40% of your working time. Hybrid working will be supported on an informal, non-contractual and voluntary arrangement, blending a balance of expected attendance in the workplace (at permanent duty station) and working from home to meet business needs and with management approval.

Responsibilities:
- Develop and maintain close working relationships with your customers, working with policy and service delivery leads across the Military, Head Office, and where applicable, other government departments.
- To support the delivery of an increased awareness of DSA and its business. Engaging with the regulated community and with other stakeholders and interested parties to raise the profile of the DSA and the assurance of Defence HS&EP policy.
- Monitor UK and global maritime and aviation developments, including regulatory changes, geopolitical events, and emerging technologies
- Produce high quality outputs, with quality assured data, that are adapted for the differing requirements and expertise of customers including on internal dashboards on Health, Safety and Environmental Protection (HS&EP)
- Analyse data and develop actionable insights to support decision-making processes.
- Support the DSA Risk Picture Process, promoting the importance of a strong evidence base for decisions.
- Apply quality assurance standards to data and outputs to ensure accuracy and reproducibility.
- Deliver internal management information; ensuring that key messages from the statistics are explained clearly and impartially.
- Support to you team, consisting of one analyst the production of outputs and their professional development.
- Use a range of statistical and dissemination application such as: R, SPSS, MySQL, Microsoft Word and Excel, and Power BI.
- The Senior Analysts have line management responsibility for one HEO Civilian Analyst.
Essential Criteria
- Experience of leading a team by coaching and enabling them to deliver by ensuring they have the required knowledge and skills. Sharing a common focus, genuine positive team spirit and promotes inclusivity and empowerment.
- Experience of leading work programmes to identify and mitigate risks, recognising impact of additional work on existing projects, proposing solutions including re-prioritisation when needed
- Ability to build and maintain strong working relationships with your stakeholders; understanding their needs and delivering analysis which improves understanding and influences decision making
- Ability to work with users and data suppliers to access appropriate data, sharing knowledge of familiar data sources.
- Experience producing high quality outputs by using the right data and appropriate analysis techniques. Applying quality assurance standards to data and outputs to ensure accuracy and reproducibility
- Demonstrate analytical experience, including a track record in the practical application of analysis or research with an in-depth knowledge of data sources.
Qualifications
A first or second class honours degree in a numerate subject (2:1 minimum for Assistant Statistician and 2:2 minimum for Statistical Officer) containing at least 25% taught statistical content (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography or similar)
OR
A higher degree, e.g. a MSc or PhD, in a subject containing formal statistical training (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography or similar)
OR
Have worked in a statistical or data science field for a minimum of two years and are able to demonstrate Continuous Professional Development (via a logbook) in applying statistics or data science at the same level as a foundation degree or Higher National Diploma (level five), which demonstrates the expected skills as outlined in the GSG Competency framework.

Statistical officers in MOD are eligible to receive an RRA of £1,500 per year which increases to £3,000 after the first year providing that the individual has demonstrated no significant weaknesses against any of the Functional Competence Groups.
The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
