To promote a financially resilient market, our Financial Advisory teams undertake market monitoring activity and provide financial advice and analysis on a wide range of market issues. Our team plays a vital part in providing expert financial advice on new market entrants, the financial health of established suppliers, trade sales, market and supplier-specific financial risks and critical policy decisions. In this role you will offer expert financial advice on regulated retail and commercial activities.  

Working with a wide range of internal and external stakeholders, you will provide input on key corporate finance issues, such as cost of capital, capital structures for regulated entities. More broadly, you will support Ofgem’s corporate and regulatory finance work across all areas of the organisation, providing corporate and regulatory finance advice to policy and other teams. You will also offer technical advice on the cost of debt and equity, gearing, rating agencies and other issues. 

It’s a role that will suit a newly accountant or an individual with a similar level of commercial or financial expertise. You will ideally have experience of economic or energy regulation. You’ll enjoy developing, planning and delivering projects, requiring minimal supervision and you should offer good all-round communication skills. You should have a good knowledge of project management and analytics and be confident in detailed financial statement analysis. It’s important that you can build positive relationships with different stakeholders.

Job description

As the UK’s regulator for the energy industry, Ofgem works on behalf of energy consumers to ensure that every household and business in the UK can rely on a safe, affordable and environmentally sustainable energy supply. Record increases and volatility in global prices have put the energy market under severe strain, and pricing is the subject of intense interest from retail consumers, stakeholders and government alike.  

The Retail Financial Monitoring team is a friendly, dynamic and inclusive team made up of colleagues from different financial, commercial and energy industry backgrounds. The team is responsible for financial oversight of the retail market and providing expert financial advice to inform critical retail market decisions. 

After the initial deployment, you will have the opportunity to work flexibly across Ofgem as a member of your Profession, working on cross-Ofgem projects, and/or in teams that require your skills and expertise. 

Key Responsibilities 

  • Contribute to complex projects with appropriate supervision or deliver smaller projects with minimal supervision, ensuring that high-quality outputs are delivered in a timely manner. 
  • Contribute to advice on retail market interventions, providing financial expertise to other Ofgem or wider HMG teams. 
  • Work with a wide range of internal and external stakeholders. 
  • Using your expertise, provide inclusive knowledge sharing, support and development that demonstrate commitment to Ofgem values. 
  • Project management and coordination of key tasks and interdependencies within the team. 

Key Outputs and Deliverables 

  • Use your financial expertise to support on monitoring supplier financial resilience. 
  • Use your expertise to understand the complexities of the energy retail market, licence conditions, and reporting frameworks used to collect and analyse financial and operational information from licensees. 
  • Review data relating to the financial position and performance of licensees under different stress-testing scenarios and the financial projections submitted by new licence applicants. 
  • Deliver work objectives, milestones, and achieve success metrics to a high standard. 
  • Collaborate closely with other teams and identify interdependencies.
  • Provide analysis on one off or special projects. 
  • Support on policy decisions. 
  • Provide input into capital adequacy requirements for suppliers.

    Essential Criteria

    • Part-qualified under recognised finance qualification (e.g. CCAB, CFA, and/or comparable financial/commercial experience, that can be demonstrated by proven record of high performance and substantial achievements in past positions (LEAD). 
    • Contribute to complex projects with appropriate supervision and deliver smaller projects/ workstreams with minimal supervision ensuring that financial analysis and other outputs are delivered to a high standard and in a timely manner. 
    • Extensive experience of working collaboratively within a diverse team. 
    • Excellent written and verbal communication skills to communicate effectively complex data and analysis to non-expert audiences with the ability to build effective relationships and successfully influence and challenge external stakeholders. 

    Desirable Criteria

    • Experience of working in energy or other regulated sector; for a consultancy, government, or regulator; on policy, regulatory, or energy sector projects.
