Working Pattern Full Time / Flexible Working/ Hybrid Working
Grade & Salary Grade 7 National banding -£51,824- £61,414 per annum. Outer London -£53,812- £63,252 per annum. Inner London – £55,799- £65,089 per annum.
New entrants to the Civil Service are expected to start on the minimum of the pay band.
The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Introduction
The Data, Analytics and Surveillance (DAS) Performance Team are looking for a Grade 7 Head of DAS Business Management, who will be responsible for overseeing group workforce planning and business planning. Whilst this role sits within the Data & Cyber Security Directorate, the post is a key role for the Group that will ensure that we have an appropriately skilled workforce and the correct governance arrangements for DAS to perform at the highest level.
Financial Management: Leading, with the Head of Performance, the business planning and spending review process. Including the production of business plans for the Group in conjunction with the Senior Management Team. Key to performance throughout the year is monitoring process of Group business plans, including group finances, to ensure delivery against the plan, highlighting any risks to delivery and feeding into the relevant escalation processes.
Workforce Planning: DAS has a specialist workforce that must be enabled to use data, analytics, and surveillance to make the nations health secure. The role will include working with Directorates to lead on a Learning & Develop plan to create a positive employee experience and community where professionals can develop their careers. This ensures that we develop our talent for the future becoming a destination for data and analytics talent building. This will include leading support and guidance to the group in how DAS uses DDaT and MPS to attract and retain talent.
Governance: DAS comprises of 4 Directorates, and the Head of Business Management working to the Head of Performance will be responsible for coordinating DAS Boards, leading on spending reviews and associated governance. The role will enable the senior leadership team to improve Group delivery by understanding the pipeline of decisions that need to go to the relevant boards at the right time, as well as overseeing group finances to ensure DAS is meeting the expectations set through business planning processes.
Job description
Business planning and Spending Review
- Lead the Integrated Business Planning process and production of business plans for the Group in conjunction with the Senior Management Team;
- Oversee the monitoring process of Group business plans, including group finances, to ensure delivery against the plan, highlighting any risks to delivery and feeding into the relevant escalation process
- Produce robust business cases and option appraisals to support decision making, incorporating appropriate information, costings, analysis and risks.
- Work with the local Finance Business Partner to monitor expenditure and income against the budget, highlighting any potential under or overspends and risks and ensuring that appropriate documentation is available for audit purposes;
Leadership and resource management
- Developing a workforce capability strategy for Data, Analytics and Surveillance to ensure that directorate delivers on UKHSAs strategic priorities and is a key contributor to making the nations health secure. This will include managing how DAS uses DDaT and MPS to attract and retain talent.
- Working with key stakeholders within DAS and UKHSA to ensure that the employee experience within DAS supports the creation of a high performing organisation. This may include the development of a Group Learning and Development Strategy.
- Developing capability resourcing plans in line with agreed budgets, and oversee workforce data across the Group to ensure DAS is within its agreed threshold.
- Supporting Professions Capability work within DAS, and work with the DAS Head of Professions lead to ensure DAS interests and requirements are reflected in the UKHSA professions capability approach.
- Leading on engagement with external recruitment providers to ensure recruitment processes are smooth and meet the needs of the Group.
- Routinely monitor and report to the Senior Leadership Team on staffing levels against the budgeted establishment and provide practical advice and support to managers on resourcing options, liaising with Finance and HR business partners as appropriate;
- Ensure the Directorate establishment requests (ECFs, RRFs, SAFs) are processed in line with strategic direction, national guidance, the Directorate or budget and appropriate recruitment and HR processes. Working with HR and Finance business partners where appropriate.
- Work closely with professional HR colleagues in the delivery and implementation of workforce matters e.g. training, policy briefings, change programmes etc.
- Leadership of a team of 5 with direct line management of two SEO positions.
Governance
- Overseeing DAS Group governance, including the DAS Management Board Secretariat, Shadow Board and delivery products (such as the roadmap, agenda forward look etc)
- Provide assurance to the Senior Team on corporate governance matters that may include finance, estates, business continuity, risk and health and safety across the Directorate, ensuring appropriate systems and processes are in place for these and liaising with appropriate corporate teams for advice.
- Ensure that robust business continuity plans are in place across the Directorate and that appropriate testing exercises take place. Liaise with the business continuity UKHSA lead for advice and reporting purposes.
- Coordinate timely responses to requests for information on behalf of the Directorate from other UKHSA Teams;
- Promote and enable staff engagement and health and wellbeing initiatives to include taking action to address areas identified within the annual People Survey

Essential Criteria:
- Highly organised with an understanding of governance processes and/or project methodologies to maximise delivery
- Strong interpersonal skills, with the ability to develop effective relationships with a wide range of stakeholders, collaborating across boundaries with the ability to influence and challenge effectively at a senior level.
- Understanding of budgets and financial forecasting
- An understanding and experience of developing workforce strategies
- Experience of the design and implementation of talent management and development programmes for specialist staff
- Experience of building talent and capability pipelines
- Understanding of digital tools and how to apply them to maximise efficiency.
- Highly developed communication (written and verbal) skills with the ability to analyse data, write and deliver reports, and/or presentations to a diverse and wide range of people including senior management
- You are positive and inspirational in leading and supporting others through change.
Desirable
- Experience of working in the public sector in a similar role
- Ability to write effective communications for staff and plan and organise engagement activity (A)
- Experience of planning and delivering projects or organisational change.

Stage 1: Application & Sift
This vacancy is using Success Profiles, and will assess your Behaviours and Experience.

Reserve List:
