The post is based within the Shared Service Operations division that is responsible for supporting colleagues across the divisions, directorates and functions of DDaT through the provision of core centralised services in insight, contracts, projects portfolio, workforce, finance, governance & capability.

Job description

As a Systems Development and Analysis Lead, you will:

  • Implement processes, systems, and reports to inform stakeholders of delivery progress against DDaT objectives. Identify existing and new data sources, and link together to present value-added, meaningful information in a single reporting suite that serves a variety of customers.
  • Set and enforce reporting standards considering accessibility and other user needs.
  • Work with DDs and teams within divisions to analyse and understand business issues and develop tools which provide reporting (quantitative and qualitative), drive efficiencies, deliver consistency and improve oversight, governance and decision making across DDaT.
  • Have experience of using Microsoft Office 365 and Power Platform to create and improve working processes.
  • Bring extensive experience delivering innovative solutions using a range of tools to automate processes and support continual improvement, including data collection, data management and data visualisation to support the provision of performance information.
  • Deliver analysis, insight and automation services such as end-to-end process automation and self-service BI tools.
  • Lead strands of analysis and automation work and multiple projects to support policy development and operational delivery across DDaT, which includes identifying a specific business need and then determining the best tools, data and techniques to address it. Respond to requests for changes and new requirements, working flexibly and prioritising effectively.
  • Ability to gather and understand user requirements and needs to develop prototypes and test solutions with end users, ensuring documentation is maintained and available.
  • Lead on disseminating and communicating key performance information to a range of stakeholders in a powerful manner exploiting interactive visualisation techniques.
  • Be inquisitive, forward thinking and innovative with a mindset to support the identification and embedding of new and improved processes and tools.

Person specification

Essential Criteria:

  • Experience of creating automated solutions using Microsoft Power Platform (Power Apps, Power Automate, Power BI, Power Query) and Microsoft Office 365.
  • Experience of using a range of analytical and data visualisation tools and techniques including data capture, transformation, visualisation, and analysis.
  • Track record of gathering and understanding user requirements to create data management systems and BI tools that meet the user needs and are flexible and adaptable to cater for changing requirements.  
  •  Good understanding of data handling, protection, security, and privacy best practices with strong quality assurance skills.
  •  Confident written and verbal communicator with the ability to present solutions to senior technical and non-technical audiences.
  •  Strong collaboration and stakeholder management skills and experience working with a wide range of stakeholders at all levels to deliver results.
  •  Highly organised, adaptable, and willing to work flexibly as required – comfortable with Agile methodology and ability to manage diverse projects with changing user needs.
  •  Ability to prioritise a busy workload, manage competing priorities and work to challenging deadlines. 

Desirable Experience and Skills:

  • Experience of managing and implementing change.
  • Be able to identify and anticipate complex technical problems and research and implement effective solutions.
  • Experience of working with a range of data types and sources to analyse and provide insight to support decision making.
  • Knowledge of performance, finance and risk processes and oversight.

Desirable criteria will only be assessed in the event of a tie break situation to make an informed decision.

We offer flexible working arrangements, such as job sharing, term-time working, flexi-time and compressed hours. 

Most DfE employees will be working a hybrid pattern, spending at least 60% of their time in an office or work setting. Changes to these working arrangements are available in exceptional circumstances but must be agreed with the line manager and in line with the requirements of the role.

Travel to your primary office location will not be paid for by DfE, but costs for travel to an office which is not your main location will be covered.

Interview

You will be interviewed by a panel which will last for approximately 60 minutes. The panel will ask you questions focusing on the Behaviours and your experience and how well you are able to demonstrate your suitability for the role in alignment to the essential criteria.

You may also be required to do a short presentation as part of your interview. The details of this presentation will be communicated at a later stage of the recruitment process. 

Interviews will held virtually via Microsoft Teams. Please make sure you have access to this software and have your camera turned on during your interview in the event of the interview being virtual.

Terms and conditions of candidates transferring from ALBs and NDPBs

Bodies that are not accredited by the Civil Service Commission and are not able to advertise at Across Government on Civil Service jobs will be treated as external new starters and will come into DfE on modernised terms and conditions with a salary at the band minimum.

Bodies that are accredited by the Civil Service Commission but do not have civil service status will be offered modernised terms and will not have continuous service recognised for leave or sickness benefits. Salaries should be offered at band minimum, but there is some flexibility where this would cause a detriment to the individual.

Bodies that are accredited by the Civil Service Commission and do have Civil Service status will be treated as OGD transfers. Staff appointed on lateral transfer will move on to pre-modernised DfE terms (unless they were on modernised terms in their previous organisation). Staff appointed on promotion will move on to modernised DfE terms. Staff will transfer over on their existing salary (on lateral transfer) and any pay above the DfE pay band maximum will be paid as a mark time allowance. Staff moving on promotion will have their salaries calculated using the principles set out in the attached OGD transfer supplementary information.
