Job summary

The Director Analytics and Data Science is responsible for building and providing a world-class analytics capability that improves health outcomes through innovative and transparent use of data, analytics, and insights. The directorate looks to:

  • Empower decision-makers by proactively providing the most actionable insights to detect and mitigate health security threats.
  • Inform the public with trustworthy and open/transparent data analysis collaborate with partners to welcome professional and public engagement that builds capability and encourages innovation.

Job description

You will:

  • Lead the development and application of cutting-edge technology, standards, methodology and techniques that will enable complex analytics, modelling, and data visualisation services. To inform health protection activities decision-making, actions and/or interventions and outcomes at a national and international level.
  • Manage inter-disciplinary teams to ensure an innovative, efficient, effective, and high-quality approach to generating analytical output that is clear and valuable.
  • Develop and enhance data analytics capabilities across the Data & Analytics function and wider UKHSA community
  • Work with key stakeholders across UKHSA to ensure alignment to priorities, thereby ensuring tailored and valuable outputs, as well as overseeing the duties of Head of Profession for Official Statistics within UKHSA

Managing People & Resources

  • The role will manage four teams based at various UKHSA-identified office locations 
  • The post-holder will be responsible for owning and managing the entire team budget on delegation from the Director General of Data, Analytics and Surveillance Group. The post-holder will be expected to secure all necessary funding through SR processes, ensuring impact and value for money to the taxpayer

Accountability & Decision Making

  • Lead the development of cutting-edge modelling, Artificial Intelligence (AI) and Machine Intelligence (MI) to bear against Health Protection / Security outcomes
  • Oversee the development and delivery of complex commissioned analytics outputs, including data visibility and data visualisation (e.g., geospatial) and advise/support other primary and secondary analysis on a commissioned basis
  • Lead the management and prioritisation of analytical work, ensuring inter-disciplinary teams work efficiently and effectively together to produce high quality analytical outputs  
  • Drive the adoption of a wide range of analysis and synthesis techniques and continually assure, improve and innovate practices to generate clear and valuable findings
  • Establish visualisation capabilities that tell an actionable story and inform decision making 
  • Support the Heads of Analytical Professions including Statistics, Economics, Data Science, Modelling and Geography to undertake their duties on behalf of the organisation
  • Provide tailored data and analytics services to wider UKHSA to achieve the full range of health protection outcomes 
  • Define standards of practice for MI collection
  • Support the UKHSA transparency agenda and encourage transparency of data and analysis by default across UKHSA, ensuring our trustworthiness with the public and regulator
  • Enhance and build upon academic partnerships in modelling, HPRUs. Making the most of links with global partners (CDC, WHO) and leverage the National Biosurveillance Network to coordinate expertise and resources.

Person specification

Essential Criteria:

  • Empowering, inclusive and inspiring management of high performing analytical teams, with the ability to lead dispersed 
    multifunctional teams through change and organisational transformation in a fast-paced environment.
  • Excellent communication skills with the ability to forge relationships with senior stakeholders of various professions within and 
    outside the organisation, collaborating across different sectors. Coordinating projects with a range of internal and external 
    stakeholders, influencing, negotiating, and challenging where necessary.
  • Evidence of both management and leadership skills, working strategically in a wider context with clear ability to support decision making.
  • Evidence of leading teams at the cutting-edge of complex analytics and visualisation, thinking differently about how to deliver policy relevant health capabilities. Working with a range of national and international stakeholders.
  • The ability to connect strategy, operational planning, and complex capabilities to enable National outcomes; delivering continuous improvement in the way that we think and operate, for both our long-term efficiency and effectiveness
Alongside your salary of £97,000, UK Health Security Agency contributes

Selection process details

As part of the application process, you will also be asked to provide a Statement of Suitability of no more than 1500 words outlining why you will be suitable for the role. 

Your personal statement should outline your skills, experience, and achievements, providing evidence of your suitability for the role, with reference to the essential criteria (outlined in the person specification section). 

You will also be asked to provide information within the ‘Employer/ Activity history’ section of the application form. This is equivalent to the information you would provide on a CV, setting out your career history. 

STAGE 1 – APPLICATION & SIFT:  
You will be required to complete an application form. This will be assessed in line with the advertised criteria.  

If you are successful at this stage, you will progress to an interview. 
 
STAGE 2 – INTERVIEW  

If you are shortlisted, you will be asked to take part in a series of assessments which may include psychometric assessments and a staff engagement exercise. These assessments will not result in a pass or fail decision. Rather, they are designed to support the panel’s decision making and highlight areas for the panel to explore further at interview.

You will be asked to attend a panel interview in order to have a more in-depth discussion of your previous experience and professional competence in relation to the criteria set out in the Person Specification.
