Job description

The role will support the Head of Strategic Financial Planning (SFP) with the financial input to the government Spending Reviews, the development of robust long term financial plans and allocation of resources in line with CPS strategy and priorities.

Person specification

  • Evaluate the financial impact of changes in government policy, process and legislation for the CPS; Draft clear and concise written submissions to the Head of SFP outlining options for pro-actively addressing such changes, making recommendations for action including analysis of risks and benefits.
  • Responsible for the development and maintenance of the financial resource allocation models for Areas, Casework and HQ; They will work directly with Operations and HQ Directorates senior business managers and budget holders to ensure that the models take account of known and/or potential financial pressure points and that appropriate contingencies are built in.
  • Through the analysis of regular management information reports, they will report on c£800M budget. They will highlight potential over- and under-spends and working directly with Senior Finance Business Partners and Area and HQ senior business managers to make recommendations in line with wider workforce strategy plans about where adjustments can be made to keep expenditure on track.
  • Support the Head of Strategic Financial Planning (SFP) to develop robust analysis that will underpin financial input to Government Spending Reviews. This will include conducting appropriate market research, analysing and interpreting data to identify trends and changes which have the potential to significantly impact on the ability of the organisation to deliver on its strategic financial priorities.
  • Co-ordinate the development of long term strategic financial plans for the CPS. This will include working directly with Senior Finance Business Partners, Area and HQ Business Managers, Heads of Directorates and Chief Crown Prosecutors to articulate and document their long- term financial, resource and workforce requirements and the associated costs.
  • Demonstrate excellent leadership skills, motivating people (within and outside direct line management), encouraging and helping them to learn, develop and achieve their best and, where appropriate, advising and supporting them on their projects.

Recruitment Process

The recruitment process will consist of an online verbal and numerical reasoning tests, online application, interview and assessment which will be held during week commencing 11 September 2023Please note that candidates will be provided with the assessment details 5 days before interview.

Waiting List

Candidates who are recommended by the selection panel but not appointed to the current vacancy will be placed on a waiting list for 12 months and may be offered another post, should any further vacancies for a Head of Financial Planning and Analysis arise in Chief Finance Officer Directorate during this period. CPS may also approach candidates on the waiting list to fill other roles requiring similar knowledge and experience.

From April 2018, the CPS will provide a Fair Processing Notice (FPN) to all new applicants after they have been successful at interview.
