The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Introduction

We are looking for an experienced Senior Enterprise Architect’s who can manage deliver on key technology initiatives to realise emerging policy objectives aligned to existing and future health initiatives, supporting delivery teams to optimise outcomes and align to the technical strategy and architecture vision and guardrails.

 

Overview of Job

The successful candidate will respond and inform the rapidly changing and complex architectural needs of the UKHSA, providing shape, definition and design to the delivery architectural solutions. It is crucial that the Enterprise Architect can work with a variety of stakeholders and business analysts to uncover and succinctly document the architectural needs of the UKHSA, satisfying the current data platform requirements whilst helping to define the architectural vision for the future. The Enterprise Architect should be able to flex according to the transition stage of the organisation whereby our platforms, processes and ways of working are evolving, ensuring all architectural governance concerns are maintained throughout.

The Senior Enterprise Architect role will work alongside other Technical Architects to develop a technology architecture model to support the delivery of the organisational strategy. They will deliver a consistent and sustainable documented model of this architecture using an established enterprise architecture standard and tooling. This documented infrastructure and solutions will be used to shape the UKHSA’s technology future.
Responsible for development of a model and approach that builds on current organisational technology and business developments. The model will encompass clear guiderails for future enhancements or additions with in-built flexibility to adapt to changing business needs. The development of architectural standards will enable more informed decision making and agile responses. We are looking for Senior Enterprise Architects to sit within the following channels: 1 – Cloud Platform (knowledge of GCP, AWS or Azure), 2 – application rationalisation, 3 – Integration patterns or 4 – data architecture.

Job description

  • Strategic thinking (data architecture). You will lead with the design and implementation of data architecture strategy, directing the evaluation of strategies and policies to ensure business requirements are being met.

  • Data governance. You will ensure data governance supports changes to the organisational strategy, ensuring that data governance aligns with wider governance concerns (for example, budget).

  • Architecture standards. You will develop and set architectural standards for the organisation, including tooling strategies, architectural guardrails and data standards, communicating the business benefit and championing and governing those standards across the organisation.

  • Turning business problems into data design. You will design data architectures by dealing with problems that span the enterprise, working across all organisational subject areas.

  • Data analysis and synthesis. On occasion you will undertake data profiling and source system analysis, supporting the wider Data Science activities being performed. You will present clear insights to colleagues to support the end use of the data.

  • Communication skills (data). You will mediate between people and mend relationships, communicating with stakeholders at all levels. You will manage stakeholders’ expectations and facilitate discussions across high risk or complexity or under constrained timescales, speaking on behalf of the community to large audiences inside and outside government.

Person specification

Essential Criteria:

A hands-on track record in providing pragmatic architectural leadership and experience in developing and defining IT Strategy and Architecture, with this being successfully embedded into the enterprise

 

A good communicator, comfortable working with stakeholders at all levels of the organisation and with the ability to work with architects from other disciplines and integrate their work to provide a joined-up picture of data across the enterprise

 

Practical examples where you have you addressed complex architecture issues that need “EA style” thinking, for example, optimisation of cloud and examples of how you have applied the proportionate use of architectural assets and shown impact across the enterprise

 

 

Broad Hands-on experience of technical governance and  conducting architectural assessments and creating roadmaps, including technology debt assessments, cloud transition approaches, patterns for introduction of disruptive technologies into legacy estates and architectural governance

 

Ability to deliver strategic thinking to stakeholders through roadmaps, mentoring and architectural thought leadership

 

Ability to lead interviews and workshops to find a navigable architecture path with stakeholders that may have differing viewpoints, such as product design, architecture, DevOps and service management

 

Hands-on experience in the delivery of emerging technologies and architectural trends, including:

 

Delivery of platforms and the transition roadmaps to platform-based approaches

 

Architectural styles such as Microservices vs Packaged Solutions

 

Digital transformation enablement, by effectively bringing business, data and technology architecture viewpoints together

 

 

Delivery of architecture in an agile, iterative manner and the architects’ role in agile delivery

 

Emerging platforms such as IoT, Machine Learning, Edge, HPC, HTC and how these can be delivered and integrated with legacy platforms

 

Expertise in Business intelligence, data warehousing and enabling data science with data integration and interoperability, including:

 

Data marts, data warehouses and data lakes

 

Operational data stores

 

End to end data ingress / egress, ideally in an environment with strict data governance and security controls

 

Key data storage technologies including relational databases, NoSQL and big data technologies, graph databases; and their relative strengths and weaknesses

 

Experience designing, administering, configuring and creating integrations using industry standard protocols and formats e.g. SOAP, JSON, REST, HTTP, XML, AS2, SFTP and EDI

 

Experience with DevOps tooling used to support integration development e.g. Kubernetes, Docker, Azure DevOps, GitHub Enterprise.

 

Knowledge of Splunk, Salesforce or Service Now would be advantageous.

 

 

Desirable Criteria :

Certified in an architecture design methodology, for example TOGAF, Zachman

Certified in Cloud technology e.g. AWS, Azure, GCP

Reserve List:

Candidates who pass the interview criteria but are not offered a post will be kept on a reserve list for 12 months and may be contacted if similar roles become available.
