Job description
Your main duties will include:
RoS is changing its delivery model in key business areas from project managed to product managed, delivering a sustainable approach to a complex environment.
Product Managers are:
- Responsible for one or more products within their area to ensure they deliver value, realise the intended benefits, and meet the roadmap objectives.
- Work with Associate and Senior Product managers with cross-functional teams to deliver outcomes.
- Focus on outcomes and maximising value delivered, whilst understanding what customers need; using an evidence-based approach to manage products and competing priorities.
- Possess strong stakeholder management skills, ideally developed through working in a multi-stakeholder environment.
- Have highly developed analytical skills and arrive to conclusions by making evidence-based decisions that are data focused.
- Take a global view of their domain, bearing in mind the wider context of the work and how this impacts the overall user experience of the services their products support.
- Possess the ability to triage live issues and balance the need for adjustments against in-flight commitments.
- Build relationships with customers and stakeholders and place them at the centre of the decision-making process.
- Are aware of prioritising spend based on ROI and strategic intent.
- Participate in the product community of practice at RoS.
- Represent RoS at Scottish, UK, and international events, if required, specific to their areas of work.
- May have future line management responsibility in relation to Associate Product Managers.

Technical/Experience
- Previous experience in a Product Management role
- Knowledge of Agile and Lean practices

- Demonstrable success by prioritising work in a complex problem space using data to inform this prioritisation.
- Experience translating customer needs into product requirements.
- Understanding the wider context of the work and able to recognise and communicate risks and issues early.
- Accountable for ensuring business as usual for the products in their domain.
- Actively seek out feedback, especially when things have not gone as expected.
- Manage scope of product iterations, knowing what good looks like with a sharp eye for viability
Leading & Communicating
- Communicate their product vision as a narrative with the customer at its heart.
- Collaborate widely to agree priorities, values, and outcomes of the problems in their space.
- Challenge accepted thinking constructively and are comfortable having difficult conversations.
- Think beyond their domain to consider the broader impact of their work and manage dependencies effectively.
Collaborating & Partnering
- Identify and manage key relationships, especially with business sponsors, customer representatives, technology leadership and end-users.
- Facilitate communication between technical and non-technical colleagues.
- Bring people together to define problems as skilled negotiators break siloed thinking and build shared outcomes.
Delivering Value for Money/Delivering a Quality Service (Cluster)
- Manage risk and value in a balanced way that is informed by the strategic objectives.
- Take ownership and accountability for the contents of the product backlog working closely with the Senior Product Manager
- Work with technical teams to manage Technical Debt, balancing the need for enhancements against the cost of maintaining existing products.

Assessment
Candidates will be assessed against the essential criteria for the role and competencies as stated above. We will invite suitable candidates to an assessment centre week commencing 11 September (with assessment most likely taking place on 14th and 15th of the month), though this is subject to confirmation.
Assessments are likely to include a competency-based interview and a case study exercise, details of which will be shared with candidates who successfully make it through the sift stage. We will be assessing candidates remotely via MS Teams, (though we may invite you attend assessment at one of our office locations with prior agreement). Assessments and appointments are made in line with the Civil Service Recruitment Principles.
Feedback will only be provided if you attend an interview or assessment.
