DESNZ
The responsibilities for the Department for Energy Security & Net Zero for 2023 are as follows:
- Delivering security of energy supply
- Ensuring properly functioning energy markets
- Encouraging greater energy efficiency
- Seizing the opportunities of net zero to lead the world in new green industries
For 2023, our priorities are:
- Ensure security of energy supply this winter, next winter and in the longer-term bringing down energy bills and reducing inflation.
- Ensure the UK is on track to meet its legally binding Net Zero commitments and support economic growth by significantly speeding up delivery of network infrastructure and domestic energy production.
- Improve the energy efficiency of UK homes, businesses and public sector buildings to meet the 15% demand reduction ambition.
- Deliver current schemes to support energy consumers with their bills and develop options for long-term reform to improve how the electricity market works for families and businesses.
- Seize the economic benefits of Net Zero, including the jobs and growth created through investment in new green industries.
- Pass the Energy Bill to support the emerging CCUS and hydrogen sectors; to update the governance of the energy system; and to reduce the time taken to consent offshore wind.

Job description
The DESNZ Change team are defining what our department needs to look like in the short and longer term the organisational capabilities it needs, the systems and processes and structures and making this happen. We are directly delivering some change workstreams, providing an overall ‘air traffic control’ of other change projects, and defining, incubating and commissioning required new activities. We ensure that departmental change is coherent and manageable for our workforce, balancing competing demands on resources and allowing senior leaders to make informed decisions.
This role is all about turning strategy into action. Our senior governance board (the “Design Authority”) will identify cross-cutting strategic risks or capabilities requiring improvement, informed by the department’s operating model maturity assessment. These could include how the department manages its major grant funding programmes, or how it approaches the creation of new energy markets. These are big themes and need the support of many different functions and teams across the organisation. This role will be about bringing those people together to design solutions and steer work through early concept through to implementation.
The Change team is part of the Transformation Directorate. We are dedicated to providing fulfilling and balanced roles, and we prioritise learning and professional development. All staff are expected to undertake development activities and share their skills with their colleagues. We have many team members on different work patterns (compressed hours, part time, etc.) and welcome applicants with alternative working arrangements.
Person specification
The role holder will be responsible for:
– Leading change workstreams from early concept to implementation. This will primarily involve identifying stakeholders and bringing them together to help co-design solutions, and driving forward action and improvement.
– Support to the Change Deputy Head on the operating model project currently capturing the as-is operating model, and will be moving into development of the target operating model in 2024.
– Reporting progress on the projects / workstreams above to the Design Authority, identifying issues for them to resolve, proposing solutions and advising on progress.
This is a varied and challenging role, and would suit someone ambitious who wants to develop their career in organisational strategy and transformation. We are looking for someone who is organised, pragmatic, and keen to get involved in a range of transformational projects and activities.
