Government Grant funding plays an important role domestically, in areas such as education, research, civil society and innovation, as well as abroad through international aid projects. Grant spending accounts for around 16% of all UK Government expenditure (2021/22). Part of the Government Grants and Commercial Directorate, the Government Grants Management Function (GGMF) works to ensure that every pound of Government Grants annual spend (£172bn in 2021/22) makes a difference to the economy and to communities. 

The Government Commercial and Grants Services (GCG Services) team works across two key Government Functions, the Commercial Function and the Grants Management Function.  We deliver best in class digital, data and analytical solutions to drive meaningful services with cutting edge technology and data driven insights, enabling greater efficiencies and more integrated ways of working across c.£172bn of government grant funding and c.£50bn of procurement spend.

This is a key role working in our central business operations team leading on financial management across 4 cost centres and procurement support, supporting successful delivery against our aims and objectives.  

The successful candidate will be working at the heart of the Function/ GCG Services, building relationships and engaging confidently with colleagues from all parts of the team and Cabinet Office services teams.  They will become the ‘go to’ person for advice and guidance on their areas of responsibility. 

We are looking for a well organised, delivery focused individual with the ability to operate effectively in a fast paced environment. This is a varied role which will require you to manage your time effectively, sometimes having to re-prioritise at short notice.

The role is based at our York office. The Cabinet Office currently operates a hybrid working policy, with an average of 40 – 60% of working time to be spent in your office location.  On occasion you may be required to attend our other offices in London and Glasgow, for example, to attend in-person team meetings.

Job description

This SEO role sits within the Management Hub, a team responsible for operational services (such as finance, recruitment and HR), governance, communications, and engagement for the Function and GCG Services.  We work diligently to provide high quality services and support to all in the team in accordance with Cabinet Office policy and processes, and regulatory obligations.

The post holder will report into the Grade 6 Head of Operations, Governance and Engagement and have regular contact with Deputy Director budget holders and the Director.  The successful candidate will therefore be confident engaging with senior leaders with clarity.  The post holder will have support from the EO Operations and Finance Officer but will not have line management responsibility at this time.

You will:

  • Facilitate the management of the budgets for the 4 cost centres, implement financial controls to manage the budget and support the profiling and forecasting throughout the year.
  • Lead in supporting budget holders to monitor their budget spend across the financial year and profile accordingly.
  • Own the updating of monthly spends for all 4 cost centres and ensure a high standard of customer service to budget holders.
  • Monitor and report on key metrics such as pay, non-pay spend, contract spend, and any projected over or under spends.  Maintain good data on the budgets and compile and present metrics to the Senior Leadership Team (Director and Deputy Directors) and the Deputy Director chaired Operations Board to support decision making.
  • Maximise use of the Atamis system to accurately record our procurement pipeline, live procurement’s and contracts.
  • Lead in supporting contract managers to navigate and be compliant with Cabinet Office procurement processes.
  • Present our commercial metrics to the Senior Leadership Team and the Operations Board to support decision making.
  • The post holder may be required to undertake additional responsibilities as expected in relation to the role and grade.  We will support further professional development.

Person specification

This is a dynamic role, with no two days being the same and would suit those eager to understand the bigger picture and who thrive on a variety of work. 

You will need to be resilient, adaptable, and practical. How you work is as important as what you deliver.  This is a multi task role in a fast moving environment that will require the following of you.

Essential skills:

  • Experience in a finance role, preferably in government.
  • Degree level 2:2 as a minimum, in a numerate discipline, or significant financial experience. 
  • Finance qualification or studying towards a finance qualification. 
  • Ability to work flexibly and adapt to changing priorities, whilst adhering to strict deadlines. 
  • Strong Excel skills and the ability to present financial data for a range of stakeholders.
  • An eye for detail and the ability to redesign processes and approaches to drive improvement.
  • The ability to gain high levels of credibility with senior colleagues and stakeholders, across government. 
  • Ability to effectively work as part of a team, and to take responsibility for your own area of work.

Desirable skills: 

  • Experience of procurement processes.
