Job summary

The Deputy Director for Commercial Operating Centre is central to the delivery of commercial support across the Ministry of Justice and our wider justice family. We are therefore looking for a driven, dynamic, professional with experience of having worked within the public sector, with experience of leading HR, finance, policy, systems, communications, engagement, recruitment, and operations.

In this role, key accountabilities will include:

Commercial Policy

  • Commercial Policy includes the management of procurement and contract management policies, and Third Party Risk Management standards, in coordination with the GCO and Crown Commercial Service.

Data

  • Data management and enhancement of the procurement system P2P system (SOP, Oracle). Developing and management of reporting MI, PQs, and FOIs to meet departmental targets, to supporting the staff and the leadership team to take effective and timely decisions. This area also manages the compliance with GDPR regulations.

HR Workforce

  • HR workforce includes the management of the Directorate’s c400 staff, in coordination with the HR business partners. This area includes staff engagement, cross CCMD communications, culture management and the introduction of an effective work force management plan. Leading on all resourcing and HR related issues and control. Including the link between MOJ and GCO HRPBs.

Budget responsibilities and Operations

  • Budget responsibilities and Operations leading on the directorates cost of function and control of financial and business support operations.

Commercial Strategy

  • Commercial Strategy, liaising with the Chief Commercial Officer and the Commercial Directors, helping to ensure CCMD is strategically placed in the MOJ and GCO organisations. This area requires deep strategic thinking and political acumen. It includes: the development and maintenance of the Directorate’s core strategy, commercial blueprint, development plan, deployment of the GCO Operational Standards, management of audit plans and strategic support for the development of the Functional Leadership agenda. You will also be responsible for the management of commercial corporate risk register, and development of a new compliance and assurance framework.

Overarching requirements

  • Foster a culture of continuous improvement, providing high-quality support to senior leadership.
  • Ensure your team is appropriately staffed, supporting development initiatives to increase team capability and build succession pipelines
  • Review management systems, ensuring they provide commercial visibility and measurability of changes made and initiatives delivered.
  • Promote and support an in increasing utilisation of ERP systems/eCommerce tools across CCMD.
