Job description
Transport is important to everyone. It takes millions of people to work every day, enables holidays, reunites families, and keeps fresh food on the shelves of our supermarkets. You will be joining the Department at an exciting time and will have the opportunity to be part of a dynamic commercial environment, enabling you to support national infrastructure and transport for the public and industry as we move towards decarbonisation.
You will join the Roads Commercial Relationship Management (CRM) Team, who act as an important interface between the Department for Transport (DfT) businesses (in Rail, Maritime, Aviation and Roads) and the services delivered by Group Commercial Directorate (and its delivery partners such as Crown Commercial Services).
As a Commercial Relationship Advisor, you will be responsible for providing a wide range of customers across the Road and Local Group (RLG) and Transport Decarbonisation (TDC) directorates with commercial advice, support and tools. Therefore, enabling them to plan their requirements, run competitions and deliver compliant Value for Money solutions to support the taxpayer, which in turn deliver on Departmental Policies. In delivering against this, you will ensure that every contract signed has been through appropriate assurance activity and delivers best value.
Supporting such a diverse customer base, including several agencies within the DfT family, provides an excellent opportunity to lead and contribute on a variety of interesting and innovative projects. It is vital that you can coach and upskill customers on the procurement process and regulations under which we operate, adapting your behaviour and communication style accordingly, whilst at all times managing expectations.
You will be responsible for managing a portfolio of project activity at different stages of the Commercial Lifecycle as part of an ongoing pipeline of activity. There will also be a requirement to feed into more official published pipelines and liaising from time to time with the Cabinet Office.
Your key responsibilities will include, but are not limited to:
- Managing a portfolio of procurements with a delegated authority limit of £2m to sign off competed Contract Awards and £50K for Direct Awards in-line with DfTs purchasing guidelines.
- Advising customers on the procurement process, assessing and navigating the most appropriate route to market, taking into account risk and the political landscape.
- Supporting procurements from strategy development through to Contract Award (below and above Public Contract Regulation thresholds).
- Engaging closely with colleagues in Group Commercial Directorate in particular the MI team, other Commercial Relationship Managers and Advisors, Policy, and Supplier Relationship Management colleagues, which may involve representing CRM on a working group.
- Ensuring the data held within the Jaggaer e-Sourcing Portal is accurately updated (i.e., any changes to an existing contract, or key personnel).

Person specification
About you
You will have experience in managing the end-to-end procurement process and working in a commercial function, or similar, using systems and managing a portfolio of activities. You will have a keen eye for detail, allowing you to confidently navigate systems with accuracy.
You will have excellent interpersonal skills, enabling you to develop and maintain positive working relationships with a diverse range of colleagues and customers. You will be an articulate communicator with the ability to adapt your communication style to suit your audience.
You will be a proactive individual, who is comfortable taking ownership of challenges and finding innovative solutions. You will be a fast learner who thrives within a dynamic environment, and is keen to have a meaningful impact.
You will either have already achieved, or be willing to work towards achieving, CIPS accreditation at level 4 or above, and once onboarded, to complete the Contract Management Capability Programme (CMCP) Foundation level accreditation and the CIPS Ethical training certificate.
Additional Information
This role is available to individuals who wish to be spending their office time in Leeds, Birmingham, Swansea or Hastings and we would also expect the individual to be willing to occasionally travel to visit alternative DfT offices, including London.
A minimum 60% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance. DfT workplace attendance expectations were updated in recruitment campaigns on 17 November 2023. Occasional travel to other DfT offices will be required.
