Job summary

CPS Chief Finance Officer Directorate is delighted to advertise the role of Head of Contract Management.

The Commercial team sits within the Chief Finance Officer Directorate within the CPS; leading end-to-end commercial lifecycle activities, the team is structured into Category, Contract Management team, Strategic Sourcing, Supplier Transition and Policy and Governance teams. We are recruiting to both fill several new posts created by our growth agenda and to replace posts which are vacant due to our highly successful talent and succession planning programme.

CPS Commercial work is varied, diverse and delivers real and immediate impact to our services which directly supports the work of our CPS employees. The Commercial team are embedded in major transformation programmes that provide exciting opportunities to deliver complex commercial outcomes.

Job description

The Head of Contract Management will be a member of the commercial leadership team, leading on commercial response, contracts, commercial excellence, and end to end process of contract management. We are seeking individuals who will bring their experience of developing and delivering contract management strategies, being an expert commercial advisor to stakeholders, who can advocate the benefits of contract management. 

As Head of Contract Management, you will be expected to communicate and influence to deliver strategy development and implementation within your remit, supporting the transformation that the commercial team is undertaking.

Lead the contract management team to develop and implement contract management policies and procedures, provide support and expertise to customers, securing added value and deliver effective contract management.

Contribute to the development and delivery of commercial strategy and business planning, working with senior leadership colleagues to identify ways to improve systems and structures to deliver with more streamlined resources.

Implement and maintain processes to ensure contract procurements are conducted according to procurement regulations and policy procedures, delivering value for money, quality control and robust commercial outcomes. 

Lead key contract negotiations with suppliers, ensuring that the department secures value for money and manages risk appropriately, including variations to framework/non-framework terms and conditions and contract change control.

Establish and maintain relationships with the key internal and external stakeholders across government departments and the strategic supplier community, sharing best practice and maintaining a focus on service continuity and delivery. Working collaboratively to develop contract management strategies and sharing knowledge to improve commercial efficiency.

Work collaboratively with key customers to develop contract management and supplier relationship strategies including performance management, strategic supplier relationship management and supply chain resilience.

Maintain and manage commercial data ensuring systems, platforms and tools are effectively used. Maintain and contribute to risk and issue logs in respect of the categories, resolving areas of concern. Ensure these are always conducted in line with regulations.

Our Commercial professionals will receive and additional payable allowance if following qualifications are held:

  1. Certificate of Competence in Purchasing and Supply (or its’ accepted equivalent) – £1,500 pa or

  • Implementation of contract management policies and procedures, providing support and expertise to customers, securing added value and deliver effective contract management.
  • Commercial management of critically important, complex contracts. Seeking out opportunities for continuous improvements in these contracts, through improved service and increased efficiency.
  • Influencing business strategy to deliver the best commercial outcomes, including proactive engagement with organisational functions and business units to support them to achieve organisational objectives.
  • Providing expert commercial support and guidance to a range of stakeholders, ensuring the commercial delivery of the Department’s objectives and that policy development is informed by commercial best practice.
  • Working with colleagues to transition contracts through the lifecycle from implementation activities into Business-as-Usual contract management processes through to exit.
  • Leading key contract negotiations with suppliers, ensuring that the department secures value for money and manages risk appropriately, including variations to standard framework terms and conditions and contract change control.
  • Identify areas where contract management practices can be improved, establishing and embedding contract management procedures to ensure excellence in delivery, (including alignment to GCF contract management toolkits), contract tiering, strategic supplier relationship management and sustainability of our key suppliers and their supply chains.

 The following experience is also desirable:

  • Contributing to comprehensive business cases for contractual change, exit and new procurements and other submissions that clearly make the case for change/investment including benefits, option appraisal and delivery timetable, including adherence to the HMT’s Green Book process and participation in gateway reviews.
  • Development and deployment of an SSRM Program for key suppliers, working closely with internal stakeholders and Cabinet Office to develop a programme to deliver innovation and added value benefits.

Second Stage Assessment and Interview

If you pass the first stage you will be invited to an interview and assessment.

The assessment will be assessed against the following essential technical skill:

•    MCIPS, WCC Advanced Practitioner; or relevant commercial experience.

We use the Success Profiles behaviours to help us understand the experience you have that would help you to do a great job in this role. The interview will be assessed against level 4 in the behaviour framework. We’ll be assessing four behaviours at the interview stage:

  4.  Managing a Quality Service

Interview and assessment will take place via Microsoft Teams on 6th and 8th September 2023.

The successful applicant will be required to secure DBS clearance; to speed up this process; you should bring 3 forms of ID with you on the day of interview. Data gathered from unsuccessful candidates will be destroyed in accordance with our Data Retention Policy.

If successful in obtaining an interview you will be asked to complete the Character Enquiry Form and Nationality and Immigration Questionnaire.

Other

This is a full-time post. However, requests for flexible, part-time working and job share will be considered, considering at all times the operational needs of the Department.

Waiting List

Candidates who are recommended by the selection panel but not appointed to the current vacancy will be placed on a waiting list for 12 months and may be offered another post, should any further vacancies for a Head of Contract Management arise in Chief Finance Officer Directorate during this period. CPS may also approach candidates on the waiting list to fill other roles requiring similar knowledge and experience.
