About the Department

The Ministry of Justice (MoJ) is a major government department, at the heart of the justice system. Responsible for courts, prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.

The Ministry of Justice (MoJ) has one of the largest and most complex spend profiles in central government. The Commercial and Contract Management Directorate (CCMD) is responsible for coordinating procurement and contract management across the MoJ, its agencies and non-departmental public bodies.

The MoJ spends £6.7bn a year and manages over 1000 active contracts, all of which are sourced and managed by CCMD. We are running some of the most groundbreaking programmes such as Prison Reform and His Majesty’s Courts and Tribunal Service Reform. The scope of our contracts ranges from building, maintenance and the operation of Prisons, Courts and Young Offender establishments through to food for prison dogs. The directorate also buys and manages contracts for feeding up to 80,000 prisoners, the secure escorting of prisoners from numerous establishments based around the country and translation services.

CCMD is organised into category teams, each with an interesting portfolio of contracts and diverse customers and suppliers to manage. We also have systems, programme management office, supplier relationship and risk management teams who work across all areas.

Scope

Portfolio – HMCTS – Open Justice and Legal Publications

This is a fantastic opportunity to work in a team which is responsible for a range of products and services which supports the running of the Courts and Tribunals.   This portfolio covers niche areas and will expose the successful candidate to the complete commercial lifecycle, including end to end above FTS threshold procurements, and the opportunity to present work and strategies to senior stakeholders as part of the governance route. 

Key Responsibilities

You will be expected to support across a range of commercial activities that will enable HMCTS to deliver best value from its arrangements. The successful candidate will need to be capable and flexible to manage wide- ranging priorities, however, key responsibilities may include some or all the following:

  • Commissioning & Commercial Management
    • Support across a range of commercial projects which may be from the point of project identification through to the on-going contract management of commissioned goods and services.
    • Work with stakeholders proactively to identify projects at an early stage and support them to develop high quality business requirements that are suitable with which to go to market.
    • Provide market insight and intelligence to support the delivery of high-quality outcomes through commercial activity.
    • Develop and lead a programme of supplier engagement activity to support two-way communication with the market, and the gathering of market feedback to inform strategies.
    • Support a consistent and proportionate approach to commercial contract management across the portfolio.
  • Stakeholder Management:
    • Work across different stakeholders within HMCTS, Judicial Office, and wider Ministry of Justice with a view to providing the best possible commercial service to HMCTS
    • Working across CCMD to share best practice and building a strong network .

Person Specification

Essential Criteria:

  • Experience of working in a commercial, operational or finance role within a relevant organisation
  • Excellent communication, written and verbal, and stakeholder management skills
  • Strong data analysis and reporting experience including expert use of excel and PowerPoint
  • Experience in Contract Management or Procurement

Desirable Criteria:

  • A proven track-record working in a project management environment
  • Awareness of public sector procurement legislation
  • For this role an ambition to work towards a recognised procurement qualification, eg CIPs, would be an advantage
  • Experience of running above FTS threshold tenders
