We have recently secured funding from the Regulators Pioneer Fund for an 18-month project aimed at delivering a rigorous, scalable model for assessing ICS performance in how understanding the health and care needs of people more likely to experience poorer care and inequalities is impacting a reduction in health and care inequalities.   

This is an exciting opportunity to lead the co design, communications, and engagement for this project. You’ll work closely with colleagues in our Regulatory Leadership and Engagement Teams and across the organisation as well as with key external stakeholders including external partners and voluntary organisations. You’ll be contributing to delivery of the project’s objectives as well as realising the ambitions of our organisational strategy.

You’ll be an excellent written and verbal communicator. Building relationships comes naturally to you. You can work with and advise colleagues and external stakeholders at all levels, making decisions and being confident to challenge where necessary. 

You’ll be experienced in planning and delivering successful communications and engagement strategies and working in partnership with voluntary organisations and other external partners. You’ll enjoy working as part of a team and will commit to delivering to time against tight timeframes.

JOB DESCRIPTION 
Lead the communications and engagement for the Regulators Pioneer Fund project. Working closely with colleagues in our Regulatory Leadership, Engagement and ICS Assessment teams and across the organisation as well as with key external stakeholders. Contributing to delivery of the project’s objectives as well as realising the ambitions of our organisational strategy 

Accountabilities: 
Create, deliver, monitor and manage plans to ensure effective communications, co design and engagement with project stakeholders, working closely with the Transformation Engagement team leading ICS engagement, the Regulatory Leadership and ICS Assessment teams. ·
 
Support other team leads and support across the team to deliver key activity. ·  

Advise the project team, Chief Inspectors, Regulatory Leadership, and colleagues across directorates on communications, co design and engagement activity, and work with them to design and deliver this activity. ·  

Lead on time-limited communication, co design and engagement projects. ·  

Develop, and deliver a strategy to reach project stakeholders through a range of different communications channels, which could include email marketing and social media. ·  

Support the commissioning and management of external expert partners and lead on the commissioning and management of voluntary sector partners, working closely with the Public Engagement Team ·  

Content production, including podcasts, blogs, bulletins and videos. Provide guidance and support to more junior members of the team. ·  
Manage the delivery of effective online and face-to-face engagement activities, including webinars, open days and our digital engagement platform.  

Manage coproduction events and workshops, working with colleagues across CQC to develop the content and approach. ·  

Support development and delivery of our stakeholder engagement strategy.  

Build and maintain productive relationships with external stakeholders, briefing them on our activity, gaining insight and intelligence and identifying opportunities to work together. ·  

Work with teams across the Engagement directorate, forming positive working relationships and working together to deliver integrated communications and engagement activity. ·  

Build relationships with key internal stakeholders to ensure consistent development and coordination of activities. ·  

Deputise for the RPF Project Delivery Manager as necessary. 

Keep up to date with the changing external context in which CQC operates. ·  

Support our approach to capturing, collating, and reporting on insight. ·  

Support the development of our approach to campaigns and behaviour change. ·

Work across the wider Engagement Unit to support strategic engagement planning and delivery. ·

Essential Skills and Experience:  
Significant knowledge and experience of working within an engagement or communications field. ·  
Significant knowledge and experience of working with, and co production with, voluntary sector partners and public research agencies. ·  
Excellent written and verbal communication skills. ·  
Good influencing skills: ability to work with and advise senior colleagues on RPF engagement issues, make decisions about appropriate activities, and offer constructive challenge where necessary. ·  
Strong relationship skills, including the ability to form relationships with key internal and external stakeholders quickly. ·  
Good organisational and project management skills. ·  
Demonstrable knowledge and experience of using different media and IT packages.  

Desirable: ·  
Sound working knowledge of CQC, its regulatory context and the wider health and social care policy and operational arena. ·  
Previous experience of working within the health and social care sector.
