Job summary
The Homeland Security Group (HSG) unites capabilities and expertise to deliver better outcomes from the UKs response to the most serious domestic threats Terrorism, Cyber, State Threats and Economic Crime. The group will strengthen coordination and collective focus across a range of growing and overlapping threats, whilst remaining consistent with existing strategies. Working with partners, HSG will foster more transparent and sustainable collaboration between national security, law enforcement and other relevant communities to enhance capabilities and leverage our response to threats.
As part of the Home Office, the role of the Homeland Security Group is to:
Support the Home Secretary to develop and implement strategies to keep our people and interests safe and secure
Build HMG capabilities to reduce national security risk
Reduce volume of, and harm from, economic crime, particularly for the most vulnerable
Work in partnership with public and private sectors in the UK and overseas to deliver better outcomes
Ensure legitimate economic growth and prosperity
Within the Homeland Security Group, you will join the Prevent Directorate. Prevent is one of four strands of the UK Governments counter-terrorism CONTEST strategy. The Prevent programme aims stop people from becoming terrorists or supporting terrorism.
The objectives of Prevent are to: tackling the ideological causes of terrorism; intervene early to support people susceptible to radicalisation and enabling people who have already engaged in terrorism to disengage and rehabilitate.
Job description
Online Interventions, which sits within Prevent Online and Enablers, is responsible for developing and implementing evidence-based online behaviour change campaigns in support of Prevent objectives.
We work closely with research, analysis and evaluation experts, policy, and operational colleagues to tackle the ideological causes of radicalisation. We combine understanding of the threat with how to reach and engage people to develop digital campaigns which are delivered in partnership with private sector and non-government organisations.
Senior Campaign Managers lead the design, implementation and evaluation of evidence-based digital campaigns. You will have experience of leading and delivering audience-led behaviour change campaigns tackling complex issues and will be motivated by the challenge of countering radicalisation in the United Kingdom.
You will be experienced at managing agencies and delivering with partners, as well as being able to confidently advise on how communications can support strategic priorities.

The Senior Campaigns Manager roles are only being offered as full time roles given the level of work involved and the need to respond to emerging threats as well as terrorist incidents meaning a need to monitor the campaign daily and update activity as required.
Person specification
The role will involve shaping, delivering and evaluating digital behaviour change campaigns, managing implementation through agencies and private sector and non-government partners.
Key responsibilities include:
Developing a strong understanding of the threat picture and those susceptible to radicalisation
Developing a strong understanding of behaviour change approaches to move people away from harmful behaviours
Commissioning research to gain insight into issues/gaps that have been identified and inform campaign development
Building and maintaining positive, professional, and effective relationships with stakeholders to enable a joint understanding and appreciation of each others objectives and expertise, and how collaboration can maximise the impact of our collective activity
Leading the agency briefing process and writing clear and effective briefs, with measurable objectives
Working with agencies and partners to ensure they are motivated and inspired to deliver evidenced-based behaviour change campaigns
Leading the monitoring and evaluation process to robustly demonstrate the impact of campaigns and optimise their performance against Key Performance Indicators (KPI)
Budget management, including providing an accurate monthly forecast of expenditure
Essential Criteria:
The ability to see the big picture, identify how communications campaigns can support the delivery of strategic priorities, and engage key stakeholders to support their implementation
Previous experience of leading the development, delivery and evaluation of behaviour change campaigns
Previous experience of delivering digital campaigns across search and social media, including monitoring campaign metrics and optimising performance
Previous experience of sourcing, analysing and prioritising relevant sources of data and insight to inform campaign development
Previous experience of briefing and managing agencies and budgets
Ability to develop close relationships and collaborate with numerous internal and external stakeholders, establishing links and opportunities.
Excellent organisational skills, including an ability to be self-starting and work independently to drive campaigns forward and balance resources across competing priorities
Excellent communications skills, able to communicate clearly and concisely with a range of stakeholders
Demonstrable evidence of commitment to continuous learning and development
Desirable Criteria:
Experience of working on issues related to Counter Terrorism, counter-radicalisation, and national security

Selection process details
As part of the application process candidates will be required to submit a CV and Statement of Suitability (of no more than 1000 words) that is aligned to the Essential Criteria as set out in the job advertisement.

The sift will be held on the Statement of Suitability and the CV.
In an event where a high volume of applications are received, an initial sift will take place using the Statement of Suitability. Candidates who pass the initial sift will be either progressed to a full sift or straight to interview.
Successful candidates shortlisted for interview will be tested on all behaviours outlined in the job advertisement
In addition candidates will asked to prepare a presentation to be delivered at interview (details to be disclosed closer to the interviews).

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A lack of UK residency in itself is not necessarily a bar to a security clearance and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.
DV clearance or a willingness to undergo DV clearance is an essential requirement for this role. Successful candidates will be permitted to start with SC whilst they undergo the DV clearance processes.
A location based reserve list of successful candidates will be kept for 12 months. Should another role become available within that period you may be offered this position.
