The Parliamentary and Stakeholder Engagement team leads the delivery of CQC’s engagement with parliamentarians and stakeholders across the health and care landscape, such as NHS England, other healthcare regulators and membership bodies.
You’ll work closely with colleagues across CQC including media, policy, strategy and data and insight to deliver our engagement activity, providing you with opportunities to learn about different parts of the organisation and build your own skillset and experience as a result.

This is an exciting and fast-paced role that will see you regularly engaging with parliamentarians and other key partners in the health and social care system, as well as monitoring political developments and analysing their impact on the organisation. This role also supports our accountability to Parliament, including our work with select committees, All-Party Parliamentary Groups and other forums. Being able to identify opportunities and risks, briefing internal and external stakeholders and ensuring colleagues are kept up to speed on external activity are all key parts of the role – so there is plenty of variety in your day-to-day.

What you will bring…
We’re looking for a candidate who wants to develop their communication skills in parliamentary and stakeholder engagement and learn about the health and social care landscape in England.
Being able to work well under pressure, build strong working relationships and communicate effectively are all key attributes. You will build on your experience of working with a range of internal and external stakeholders, including senior colleagues, to deliver projects and tasks. You will also be able to understand complex information quickly and present it in a concise manner, as well as having strong organisational skills and a good eye for detail.

You will be someone who thrives in a busy communications environment, able to work with various teams across the organisation and work independently when required. We’re looking for someone who is eager to learn, not afraid to get stuck in and able to prioritise effectively.

JOB DESCRIPTION
Support CQC’s engagement with Parliament and other stakeholder organisations in order to ensure the organisation is open, transparent, supports constructive partnership working, is informed by the external stakeholder environment, upholds its accountability to Parliament to the highest possible standards, and delivers its independent voice on its regulatory findings and recommendations. 

Accountabilities:
Support the delivery of national Parliamentary and stakeholder engagement on CQC’s regulatory activity, including responding to information requests, proactively providing information to Parliamentarians on CQC’s work, organising events and preparing and coordinating briefings as appropriate to support colleagues in their engagement with Parliamentarians.

Support an ongoing programme of local CQC engagement between inspection colleagues and MPs, including coordinating meetings, preparing briefings and undertaking follow-up actions.

Support the preparation of written evidence to Select Committee inquiries, and support colleagues in preparing for oral evidence sessions.

Brief MPs on CQC inspection reports publishing in their area, supporting inspection colleagues with any required follow up actions or queries raised by MPs.

Engage with stakeholder organisations to facilitate information exchange and opportunities for collegiate working.

Support Parliamentary correspondence to ensure it clearly and accurately responds to issues raised, meets quality assurance standards and to support appropriate follow up.

Support CQC’s engagement externally on primary legislation.

Ensure colleagues across CQC are appropriately kept informed of relevant developments across Parliament and stakeholder audiences, including debates, the progress of legislation and relevant external publications.

Coordinate and prepare briefings as appropriate to support colleagues in their engagement with Parliament and stakeholder organisations, working closely with executive office diary managers.

Produce a weekly update to CQC colleagues highlighting news and developments from Parliamentary and stakeholder organisations.

Represent the team at internal meetings, updating on work plans and feeding back to team members on project developments.

Supporting with the ongoing delivery and maintenance of a constituency e-alert tool to update Parliamentarians on our local inspection findings.

Ensure accurate records of parliamentary and stakeholder engagement activities.

Work across the wider Engagement Unit to support strategic engagement planning and delivery, including through Account Management.

Take responsibility for personal learning, development, and wellbeing.
Work across the Parliamentary Government and Stakeholder Engagement (PGSE) team as required, to support delivery of team objectives.

Essential Skills and Experience:

Experience working in a public affairs, parliamentary or stakeholder engagement environment. Health or social care experience helpful.
Knowledge of Government and Parliamentary processes.
Interest in and knowledge of current affairs.
Degree level education or equivalent.
Excellent written and oral communication skills. Able to translate complex information into digestible briefings and concise information.
Able to manage a diverse workload with competing deadlines.
Ability to manage relationships and collaborate effectively across multiple internal and external stakeholders.
Experience of working on multiple projects simultaneously and responding positively to change.
Relationship-building and networking skills, including the ability to provide advice and guidance.
Ability to analyse information, including policy documents and statistics.
Experience of supporting event management.
IT literate – MS Office (including Excel) and internet. Good team player, able to co-operate and support colleagues to produce better results and reach shared goals.
Ability to work under pressure, prioritise workload and meet strict deadlines.
Project management experience would be beneficial.
An understanding of the health and social care sector would be beneficial but is not essential.
