Job Overview
This post is in the TB Unit within the Travel, acute respiratory, zoonoses and emerging infections and Tuberculosis (TARZET) Division of the UKHSA Clinical and Public Health Group based on the Colindale site.
The post holder will work with the Database Developer and the TB Unit Principal Scientist and under the direction of the Head of the TB Unit. The post-holder will have responsibility for the day to day management and development of a number of key Microsoft SQL Server databases in the TB Unit along with databases for the National Tuberculosis Surveillance (NTBS) system. The post holder will ensure code is maintained within respective github repositories and utilise Jira to manage code changes through development, review and quality assurance stages. The post holder will also develop and enhance Power BI reports for use within NTBS.
The post holder will have the opportunity to scope and deliver changes to data flows to improve automation and resilience using a variety of tools and methods.
The post holder may also take responsibility for managing the Data Quality and Information officer.
Job description
The post holder will undertake tasks in the following areas:
- Manage the database of the National Tuberculosis Surveillance (NTBS) system, working with the scientists responsible for this database including relevant programming for the maintenance, processing and preparation of data for analysis.
- Develop queries and programs, both in Access and SQL Server, needed for the management of the NTBS database, including checks for data quality and cleaning data fields, identifying duplicates, updating user access settings, and matching.
- Prepare and provide data for reports to external stakeholders, UKHSA and the WHO annual data request.
- Lead the extraction of information from the information systems held by the TB Unit to support the preparation of reports and responses to parliamentary questions or outbreaks and incidents as requested by the Principal Scientist.
- Lead on the management and development of data warehouses to enable data cleaning, and reporting.
- Contribute to the testing of software developed by the Software Development Unit to support the TB surveillance system (NTBS), and the development of accompanying user guides.
- Contribute to the security of the information contained within the information systems for the TB Unit and across TARZET.
- Provide support for the development and management of other UKHSA surveillance databases, as required.
- Any other duties commensurate with the grade as specified by the line manager or section or department head.
Person specification
Essential Criteria:
- Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
- Higher degree in related discipline (e.g. information systems) or substantial experience at senior level
- Relevant work experience in data management, analysis and reporting
- Experience of version control management using GitHub or similar tools
- Experience of developing Power BI reports or using other business intelligence tools
- Experience with NHS datasets (i.e. HES)
- Demonstrated experience of co-ordinating projects in complex and challenging environments
- Experience of managing and reporting risks
- Statistical analysis and programming; using statistical/graphics software packages (SAS/Stata/SPSS/ SQL and MS Access queries)
- Ability to work as part of a team.
- Good interpersonal and communications skills
- An understanding of and commitment to equality of opportunity and good working relationships
Desirable Criteria:
- Comprehensive knowledge of project principles, techniques and tools, such as Prince 2 Foundation and Microsoft Project

Stage 2: Panel Interview

Candidates who pass the interview criteria but are not offered a post will be kept on a reserve list for 12 months and may be contacted if similar roles become available.

DBS – People working with government systems must complete Basic Personnel Security Standard (BPSS) checks which includes a disclosure and barring security check.
