Job description
The Portfolio Reporting and Governance Manager role is a critical role within the Digital Portfolio Office (DPO) team.
The post holder will be responsible for leading the introduction of a set of portfolio management capabilities.
- Set the minimum standards for project, programme and portfolio management.
- Defining and rolling out a consistent and best-practice portfolio governance aligned standards for how change initiatives are identified, and, how they are delivered by change programmes and projects, ensuring the portfolio management can operate effectively.
- Support strategic decision-making across the Change Portfolio, the post holder will need to define and rollout improvements to the Change Governance Model, making a clear distinction between management meetings and steering/governance/major decision-making forums.
- The governance model to be based on industry best practice, include minimum portfolio reporting and governance standards; while setting clear expectations to programme and project governance activities, to enable the transparency required to perform effective portfolio governance.
Person specification
The post holder will be an active and visible member of the Digital Portfolio Office leadership team
- Contribute to the wider DPO efforts in defining and rolling out P3 minimum standards and the associated toolsets to achieve data integrity, accuracy, relevance, and timeliness
- Lead and maintain the governance model. Making use of version and change-controlled definitions of governance forums, ensuring key principles such as decision-making focus, transparency, alignment and management.
- Develop, maintain a performance Portfolio Dashboards using OKRs, KPIs and other MI as reliable data to provide performance insight.
- Coordinate with the wider DPO, and other key stakeholders, with the maintenance and execution of an annual reporting calendar, ensuring the coherent execution of reporting and governance across the portfolio.
- Actively advocate for modern technology-based solutions to store and manage data from projects, programme and portfolio activities, avoiding duplication of data to minimise the use of obsolete channels
- Manage a small team of Change Governance specialists, ensuring their expertise, skills and time is optimally utilised to conduct high-performing governance activities, while performing critical people management responsibilities, such as, leading by example, creating a high-performing delivery culture, training, coaching and helping them grow and advance their careers in the CPS and the wider Civil Service.

The essential experience is the following:
- Established record of leading and continuously improving a Portfolio management function.
- Highly developed collaboration and communication skills with a wide range of stakeholders and ability to drive and hold stakeholders to account.
- Excellent understanding and experience of Portfolio Management capability, functions and processes.
- Situational awareness of what other portfolios are working on and ability to ensure that working practices are iterated to achieve effective delivery.
- Demonstrable ability to focus on the outcome, challenge and improve disproportionate organisational processes where it impacts the pace of the team.
- Knowledge of planning, forecasting, estimating, managing uncertainty, metrics and measurements, contingency planning and road mapping.

Interview
Interviews will take place on: WC 06 November 2023
Your interview will be conducted online via Microsoft Teams. A member of our recruitment team will be in touch with further guidance. The interview will be of a blended nature consisting of Behaviours and Experience questions as listed in the advert.

You will also be asked questions to test your experience, following up your CV and application form.
The successful applicant will be required to secure DBS clearance; to speed up this process; you should bring 3 forms of ID with you on the day of interview. Data gathered from unsuccessful candidates will be destroyed in accordance with our Data Retention Policy.
If successful in obtaining an interview you will be asked to complete the Character Enquiry Form, Nationality and Immigration Questionnaire and National Security Vetting Form.

This is a full-time post. However, requests for flexible, part-time working and job share will be considered, considering at all times the operational needs of the Department.
Candidates who may not be appointable to a Senior Business Analyst (B3/SEO) role, may be offered a B2/HEO role.
Waiting List
Candidates who are recommended by the selection panel but not appointed to the current vacancy will be placed on a waiting list for 12 months and may be offered another post, should any further vacancies for a Portfolio Reporting and Governance Manager arise in Digital and Information Division during this period. CPS may also approach candidates on the waiting list to fill other roles requiring similar knowledge and experience.
