Job summary

The responsibilities for the Department for Science, Innovation & Technology for 2023 are as follows: 

  • Positioning the UK at the forefront of global scientific and technological advancement

  • Optimise public R&D investment to support areas of relative UK strength and increase the level of private R&D to make our economy the most innovative in the world. 
  • Promote a diverse research and innovation system that connects discovery to new companies, growth and jobs – including by delivering world-class physical and digital infrastructure (such as gigabit broadband), making the UK the best place to start and grow a technology business and developing and attracting top talent. 
  • Put our public services – including the NHS and schools – at the forefront of innovation, championing new ways of working and the development of in-house STEM capability to improve outcomes for people. 
  • Strengthen international collaboration on science and technology in line with the Integrated Review, and ensure our researchers are able to continue to work with leading scientists in Europe and around the world. 
  • Deliver key legislative and regulatory reforms to drive competition and promote innovation, including the Data Protection and Digital Information Bill, the Digital Markets, Competition and Consumer Bill and our pro-innovation approach to regulating AI. 
  • Pass the remaining stages of the reformed Online Safety Bill to keep British people, especially children, safe online.

Job description

The Digital and Tech Analysis Division consists of six teams, each working closely with a single policy directorate. Each team leader reports to the Deputy Director for Digital and Tech Analysis.

The data policy analysis team carries out a mix of research, regulatory analysis and M&E work, and is currently staffed by a mix of economists, operational and social researchers.

The policy directorate that the analytical team supports manages all things concerning data policy, ranging from privacy rights to infrastructure security. This role is embedded in the international data flows team, looking at issues such as data bridges agreements allowing free business data flows with the EU and third countries, cooperation over international fora and organisations, but also work closely with the data security and resilience team. The analytical focus will be on understanding the dynamics of data and trade flows, its value and potential barriers and facilitators to further international flows.

Key responsibilities

Lead a small team of 1-2 analysts to produce timely, impactful and succinct analysis.

Become the expert in international data flows, understand and expand the evidence base.

Developing new methodologies to identify and assess the impact of changes in international data policy.

Produce robust and timely Impact Assessments, Business Cases and Evaluations to ensure policy options represent value for money.

Champion the role of monitoring and evaluation and using it to help shape future research but also directorate decisions relating to resource management.

Lead close engagement with policy colleagues to ensure analysis is at the heart of policy development.
Represent the department across Whitehall on analysis of international/digital issues.

Playing an active role in the department’s analytical community.

Person specification

Essential requirements

Strong analytical experience, producing novel research and choosing the right methods.

Track record of and ensuring analysis (and analytical thinking) can effectively be communicated and influence decision making

Direct delivery experience with at least one of the main areas of the analytical team’s work (research, M&E, policy appraisal) and familiarity with others

Ability to think strategically about future evidence requirements and identify the resources needed

Desirable skills

Proven ability to lead high performing, inclusive, creative and collaborative project teams to deliver strong outcomes across a range of work streams and areas

Knowledge of the digital and data economy and the international, economic and geopolitical issues affecting it  

Experience with international economics and relevant models (including gravity modelling)
