Job description

As the Finance Capability Manager, you will have a strategic role in shaping how the finance function operates, you will lead work to support the development of our capability offer to staff at all levels from continuous professional development through to developing a wellbeing offer, with the ultimate objective to attract, retain and develop talented professionals.

We can only achieve our purpose through the skill, dedication, and professionalism of our people. This post provides a unique role in developing the capability of our finance directorate and non-finance staff across DHSC and the wider health family.

The post offers the opportunity to work strategically, with and via multiple networks including the Government Finance Function, NHS finance community and other Government Departments to develop and share best practice.

The role sits within a supportive, committed, and sociable team, that are responsible for coordinating the effective running of the directorate, ensuring we have an excellent capability offer to our staff and high-quality administrative support across the directorate.

Role responsibilities:

The Finance Capability Manager will be responsible for a range of exciting improvements and projects all linked to attracting, retaining, and developing staff at all levels within DHSC.

Examples of key roles and responsibilities that will be the focus for the successful candidate are outlined below, however there will be flexibility based on the business need and the successful candidates’ ideas and own initiatives:

  • Lead the design and implementation of the annual learning and development offer for the Finance directorate.
  • Encourage a collaborative culture across the finance directorate, including coordinating staff events and supporting the development of wellbeing initiatives.
  • Lead the approach to implement an apprenticeship rotation scheme to create a talent pipeline for future talent.
  • Support the delivery of corporate initiatives across the group, such as co-ordinating bids for talent schemes, maintaining relationships and networking with the accountancy institutes and external bodies and across government.
  • Promote the central DHSC priorities within the finance directorate, including championing and developing the Diversity and Inclusion strategy.
  • Support the delivery of the Finance Transformation, in particular driving forward work packages where there is a link to the capability offer.
  • Network and seek best practice on engagement, insight and inclusion from across government and beyond. 
  • Line manage a small team and provide development and regular feedback.

This is a pivotal role with a high degree of influence, responsibility and autonomy and you can expect every day to be varied, exciting and challenging.

Key skills and experience required for the role:

The Finance Capability Manager will have a strong drive to learn new skills and be proactive in seeking new experiences. We are looking for candidates who have:

  • Excellent interpersonal skills including the ability to communicate effectively (written and verbally) with staff and stakeholders at all levels.
  • Experience in developing capability within a team or function, addressing both technical and non-technical demands.
  • The ability to facilitate discussion, influence, persuade and negotiate with a range of stakeholders.
  • Good organisational skills and a proven ability to plan and manage competing priorities;
  • The ability to measure impact and continuously improve services which are built around business need.
  • A strong level of competence in Office 365, including PowerPoint, Excel and MS Teams.
  • A market pay supplement is applicable for this role if the candidate is qualified with CCAB, CIMA or equivalent, however this is a desirable skill not essential. The market pay supplement is £5,000. Study support will be available if candidates choose to pursue a qualification relevant to the role.

New Entrants to the Civil Service

New entrants appointed in grades AA to G6 will receive DHSC’s modernised terms and conditions:

  • Annual Leave: 25 days on entry rising by one day for each completed year of service to a maximum of 30 days and pro-rata for part-time staff
  • Privilege Leave: 1 day – for the King’s birthday
  • Hours of Work: 37 hours (net) per week for full time staff in all geographical locations, including London and pro rata for part-time staff
  • Occupational Sick Pay (OSP): one month full pay/one month half pay on entry, rising by one month for each completed year of service to a maximum of five months’ full pay and five months’ half pay
  • Mobility: Mobility clause in contracts allow staff to be mobile across the Civil Service
