An exciting opportunity to be part of the Naval Base Nuclear Safety Assurance team providing nuclear oversight to the HM Naval Base Devonport Authorisee. The Naval Base offers varied, challenging and exciting roles supporting Navy Command’s role to generate and operate forces for today and into the future. Navy Command and the Naval Base provides an open, flexible and supportive work environment with Civil servants and Armed Forces personnel working together in a wealth of interesting and challenging jobs in different disciplines.

Within this role you will be part of a dynamic team working alongside Naval Base departments, industry partners and other assurance sections to provide nuclear oversight at HMNB Devonport.

This position is advertised at 37 hours per week.

Job description

The Devonport site is a strategic Defence asset as an Operating and Support Base for the Royal Navy and Royal Marines, delivering and enabling a range of direct and indirect support services for the Naval Service. Comprising HMS DRAKE, significant industrial facilities and a range of military and non-military lodger units of which, the Defence Equipment & Support, the Submarine Delivery Agency, and Commander Fleet Operational Standards & Training are the most substantial. It is supported by a number of key Industry Partners including Babcock, Mitie and Serco. The Devonport site is characterised as a Base, Barracks, Port and Dockyard.

The Naval Base Commander Devonport (NBC(D)) is responsible for providing a World Class, Secure, Safe, Integrated Operating and Support Base for the Royal Navy; his mission is supporting the Royal Navy Worldwide from Devonport. A key part of this responsibility is the support to the submarine programme and the provision of the Nuclear facilities which are regulated by the Defence Nuclear Safety Regulator (DNSR) under DSA02 safety regulations to achieve Nuclear Authorisation.

 

The Regulation and Intervention Manager (RIM) is responsible for assurance to NBC(D) that the Naval Base is working to the principles of DSA02-DNSR (Defence Nuclear Safety Regulation of the Defence Nuclear Enterprise) and co-ordination of the NBC(D) Authorised Site intervention programme. Accountable to NSA for their outputs as part of the Independent Nuclear Oversight (INO) function, RIM has functional responsibility to NSA and NBC(D) (as Authorisee) for the provision of Nuclear Safety advice.

PRIMARY RESPONSIBILITIES

To act as principal point of contact with Civil / Defence Regulators on matters relating to Nuclear Compliance.

The focal point for Defence Nuclear Safety Regulator input into NBC’s ISO: 9001 and ISO: 14001 externally certificated management systems. 

Identify the risks and potential impacts associated with non-compliance of NBC’s business processes, products, and services.

To Provide Subject Matter Expert advice to the Authorisee on Nuclear Authorisation and Authorisation Compliance.

To conduct site audit, inspections and investigations.

In addition, the successful candidate will be required to undertake on-call duties to support the Nuclear Emergency Response Organisation (NERO).

The post-holder must adhere to the NBC(D) Diversity and Inclusion Policy.

PRE JOINING ESSENTIAL TRAINING

10+ years of relevant experience of working in Nuclear or High Hazard Industries. The successful candidate will be able to demonstrate a breadth of experience in:

  • Safety Management.
  • Operations.
  • Regulatory interaction.

POST JOINING ESSENTIAL TRAINING

  • Nuclear Warship Support Course (NWSC) or equivalent.
  • Mandatory Training: security, information management, unconscious bias, equality and diversity, DSE and DSAI.
  • Local Emergencies Procedures Course
  • Nuclear Emergencies Procedures Course
  • Nuclear Safety Case Methodologies Course
  • Health & Safety Senior Managers Course
  • Lead Auditors Course.

The NWSC is currently delivered at HMS SULTAN in Gosport, Portsmouth therefore travel will be required to attend.

To be considered for this role you should possess:

Engineering or an appropriate Science based Degree or Equivalent, or significant nuclear experience. At a minimum, the candidate will be working towards Chartered Engineer status or equivalent with an appropriate Science based professional body.

This post is on the MOD Civilian nuclear Post Control List (PCL) and may attract the Nuclear Recruitment and retention Allowance (RRA). This is a discretionary allowance. The post being listed on the PLC does not mean the post holder will have an automatic entitlement to receive RRA. The NSQEP RRA is not a contractual allowance and can be amended or withdrawn without notice in line with MOD Main and Submarine Delivery Agency policy.

Therefore, potential Salary and RRA allowance total being £53000, all of which is pensionable earnings.

The post does not offer relocation expenses.
