Our estate provides accommodation for colleagues who support millions of daily customer interactions in Jobcentres and Health Assessment centres, back of house offices delivering frontline services and hub sites housing expert functions such as Policy, Finance, Digital and HR.
The DWP Estates function ensures the smooth and efficient operation of this network on a day-to-day basis. We manage a private sector supply chain that delivers essential services such as security guarding, maintenance, property and leasehold, construction, cleaning and facilities management. Many of these services are business critical and we cannot safely open our offices without them.

Job description
Key accountabilities
We are currently looking to recruit a number of roles within our Service Delivery function of DWP Estates. The roles available are as follows:
Project Delivery – Projects Support
- Supports DWP Estates Programme Managers on all aspects for project/portfolio management as directed and to ensure successful end to end project delivery to time, cost and plan.
- Supports the DWP Estates Programme Managers to ensure projects are delivered in compliance with all legislative, Health & Safety, contractual requirements and relevant building/engineering standards; obtaining specialist advice or confirmation where appropriate. Provides input and challenge to ensure workplace/technical design standards are compliant.
- Supports the DWP Estates Programme Managers to manage contractors and their outputs via Professional Services/EPMS. Liaises and works in partnership to ensure key functions and all partners are engaged and coordinated to ensure the successful end to end delivery of a portfolio of projects. Flags/ escalates all issues and risks, including hand over processes and documentation
- Builds and maintains a network of colleagues and key interfaces in the supply chain and EPMS to ensure data, MI and reporting is accurate, appropriate and relevant
- Supports and proactively demonstrates a One team culture of quality and continuous improvement across the extended organisation to include other DWP Estates colleagues, EPMS, PS and supplier partners, on a day to day as well as strategic basis. Collaborates with cross functional teams and actively shares knowledge and experience with others to develop in-house expertise
- Responsible for processing Purchase Orders and Applications for Payment as directed with 100% accuracy to agreed SLAs; and keeping Finance Tracker records and Team shared project folders updated and accurate. Ensures all project shared folders and documents held on SharePoint are current and accurately maintained in accordance with GDPR
Change PMO/Change Support
- Supports DWP Estates Service Delivery Change Managers on all aspects of project/portfolio management as directed and to ensure successful end to end project delivery to time, cost and plan.
- Supports the DWP Estates Service Delivery Change Managers to ensure projects are delivered in compliance with all legislative, Health & Safety, contractual requirements and relevant building/engineering standards, obtaining specialist advice or confirmation where appropriate. Provides input and challenge to ensure workplace/technical design standards are compliant with relevant legislation.
- Supports the DWP Estates Change Managers to manage contractors and their outputs. Liaises and works in partnership to ensure key functions and all partners are engaged and coordinated to ensure the successful end to end delivery of a portfolio of projects. Flags and escalates issues and risks, including hand over processes and documentation.
- Builds and maintains a network of colleagues and key interfaces in the supply chain and stakeholder network to ensure data, MI and reporting is accurate, appropriate, and relevant.
- Supports and proactively demonstrates a One team culture of quality and continuous improvement across the extended organisation to include other DWP Estates colleagues and supplier partners, on a day to day as well as strategic basis. Collaborates with cross functional teams and actively shares knowledge with others to develop in-house expertise.
- Responsible for gathering, maintaining, interpreting, and presenting data & information from multiple sources. Working in full support of wider Service Delivery and within pre-agreed timeframes.
- Responsible for processing Purchase Orders, Applications for Payment and Instructions to suppliers, as directed, with 100% accuracy to agreed SLAs whilst keeping appropriate records and Team shared folders updated and accurate. Ensure all project shared folders, and documents held on SharePoint are current/accurately maintained in accordance with GDPR.
Security Assistant Security Managers
- Managing requests for service/information that are made to the Estates, Service Delivery Team
- Representation within various forums to provide input into projected initiatives/projects
- Remain alert to emerging issues and trends which might impact your work area, identifying and reporting risks and resolving issues efficiently
- Analysing and using a range of relevant, credible information from internal and external sources to support decisions
- Support in the development, implementation, and maintenance of DWP Estates business requirements for the security of the existing estate, collaborating with the operational business, Physical Risk Security Team and Security and Resilience stakeholders to ensure delivery of professional excellence
Person specification
Essential Skills, Knowledge & Experience (All roles)
- Proven experience of working within a project, programme or similar experience, preferably but not limited to working with a range of internal and external stakeholders. Awareness of financial process, along with knowledge of handling public finances.
- Work effectively and in partnership with the internal and external stakeholders including subject matter experts, managing expectations, and working collaboratively to jointly deliver tasks.
- Working with key suppliers/contractors/supply chain/stakeholders to deliver against the Estates objectives supporting in negotiations, managing and escalating issues to effectively meet customers expectations.
- Methodical and diligent with strong, demonstrable planning or prioritisation. Able to utilise own initiative and abilities to coordinate diverse topics of information simultaneously with the aim of collating coherent reports from multiple data sources.
- Strong, demonstrable time management skills to ensure that objectives are met within required timeframes.
- Understanding and awareness of risk identification and escalation process to management for action in line with agreed framework.
- Able to demonstrate relationship building and confidence when communicating with all levels of internal and external stakeholders to ensure that the correct information is provided.
- Proficient in Microsoft Office Applications, such as SharePoint, Excel, Outlook, PowerPoint, Word etc.
Desirable

- Experience of working within a property or estate environment in a large multi sited portfolio organisation or similar
- Understanding of estate building condition and estate related project support

This role is suitable for a hybrid working arrangement, a type of flexible working arrangement, blending a combination of all workplace options (including home) with an office identified as a base and which remains the contractual place of work. Hybrid working means an employee working part of the week in their DWP office and, part of the week from home.
Hybrid workers will spend a minimum of 40% of their time in the office over a four-week period. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. This means that colleagues experiences of hybrid working will differ. Also, any employees experience of hybrid working could change over time as role requirements and possibly personal circumstances change.

Selection process details
STAGE 1 – APPLICATION & SIFT
As part of the application process you will be asked to provide a Personal Statement of no more than 1000 words against the essential criteria as outlined above. You will also be asked to provide a short CV.
Your CV should be fairly short and just evidence very brief details of your work history and experience.
Please do not submit a speculative application where you do not meet at least 50% of the essential criteria as these applications will be unsuccessful. Do not include Behaviour examples within your application as these will not be assessed in the sift and will only be used at interview stage.

There will be an initial sift of applications based on the Personal Statement only, so please ensure you evidence how you meet the Essential Skills, Knowledge & Experience requirement contained in the vacancy in this section. This will form a short list for interview.
STAGE 2 – INTERVIEW
All candidates who are successful at the sift stage will undertake a single virtual video interview.
The interview will follow a blended approach which will help us assess candidates Behaviours and Strengths.
Currently the sift is scheduled to take place w/c 11 September 2023 and interview dates will be w/c 25 September 2023. Interviews are scheduled to take place virtually and dates are subject to change.
