Job summary

HMNB Clyde will be the single operational home of the Submarine Service and will become the United Kingdom’s Submarine Centre of Excellence. Creating this single integrated operating base is to ensure that the Royal Navy can deliver its operational commitments across all Defence Lines of Development from Scotland on an enduring basis.

To support this transition and future operations, HMNB Clyde is undergoing a high value programme of infrastructure development (>£1Bn over the next decade.) The Establishment Management Plan (EMP) Siting & Estates Utilisation Manager (S&EU Mgr) role is part of a small Navy Command team supporting delivery of the Clyde Infrastructure Programme and Major Projects Programme delivering the infrastructure solutions to develop HMNB Clyde as the Submarine Centre of Specialisation.

This position is advertised at 37 hours per week.

Job description

The EMP S&EU Manager is responsible to the EMP Lead and the Assistant Head Infrastructure Strategy & Governance for the management and co-ordination of siting and estates utilisation across HMNB Clyde, including the provision of strategic direction. The EMP S&EU Manager works closely with colleagues from across organisational boundaries to enable the delivery of short, medium, and long-term infrastructure solutions that will support Naval Base outputs. The EMP S&EU Manager also works closely with Clyde’s Change Managers, ensuring that all new requirements and strategic direction are aligned.

Person specification

The post requires confident leadership skills and the ability to build and maintain an extensive network of stakeholders where collaboration is key to the success of delivering within an operational and regulated environment. The post holder must have the management skills to ensure that all required information is gathered and fed into the requirements process, and updates are appropriately communicated.
