We manage a private sector supply chain that delivers essential services such as security guarding, maintenance, property and leasehold, construction, cleaning and facilities management. Many of these services are business critical and we cannot safely open our offices without them.

Key accountabilities
- Lead the development of an Asset Digitalisation strategy, assisting in developing DWPs approach, inc. managing all pilot programmes associated with the strategic development, aspiring to the achievement of the UK BIM Framework as appropriate.
- Lead the preparation and implementation of BIM (Building Information Modeling) Information Requirements documentation, ensuring these meet DWPs needs whilst supporting the Governments wider BIM strategy. Develop a robust subset of data requirements which meet the needs of the DWPs Asset Digitalisation strategy.
- Oversee and assist consultants directly delivering projects relating to the DWPs requirements. Understand the varying needs of the team, listen to feedback, and ensure appropriate support is given
- Take the lead ensuring the integrity of DWPs Digital Estate portfolio, confirming that new asset information meets the required standards. Ensure upgraded properties have a fit for purpose BIM strategy applied to maintain a robust, consistent, integrated technical infrastructure to support business continuity
- Facilitate the coordination of the BIM process during the pre-construction phase, and assist wherever necessary the smooth transition to a BIM orientated approach for the collection, storage, and use of data
- Assess the competence of designers and contractors and report findings
- Oversee the resolution of technical issues with significant legal or commercial risk, along with any linked initiatives and policies. Working in partnership with the supply chain being receptive to innovative solutions and proposals
- Administrative duties associated with the role including communication of relevant information, preparation of guidance documentation and reporting as required. Where the need is identified to take responsibility for the development of new procedures, policies, systems, data collection and management
- Validate changes to technical standards recommended by subject matter experts and action accordingly
- Lead and play key driving role in the change management aspects of initiatives and policy change impacts
- Setting and supporting delivery of the program for pilot projects and development of BIM technical standards. Report on the findings and developing recommendations as part of the long-term aim to meet BIM aspirations within DWP
- Lead the implementation and integration of the Government Soft Landings initiative within the project delivery space.
- Setting and delivering the teams continuous improvement programme, based on the collection and analysis of data, and the provision of training and support as required
- Oversee the strategic development of the digitalisation of DWP built assets and interoperability of systems
- Assist teams to align project criteria with digitalisation tiers to meet BIM maturity targets
- Run regular training sessions with various supporting teams and consultants to improve performance and understanding of the overarching strategy
- Representing the Estates team and wider DWP with other Government Departments on technical and performance improvement matters. Sharing best practice and attending cross government workshops, working groups or conferences as appropriate
- Ensure alignment with DWP digital security protocols, co-ordinating overlapping technology workstreams as required. This to include collaboration to ensure technological processes are documented and appropriate governance is in place.
- Strives for continuous improvement, innovation and efficiency, taking responsibility for managing and improving all relevant standards, policies, processes, and governance relating to the role.
- Collaborate with stakeholders across the estates department and wider DWP ensuring that cross functional ways of working and processes are continuously improved and optimised calling out opportunities for improvement and taking ownership where applicable.

Person specification
Essential Skills, Knowledge & Experience
- Must be able to demonstrate experience with BIM and Information Management (ISO19650), inc. understanding the development of 3D environments whilst working to BIM requirements.
- Knowledge of Common Data Environments, Government Soft Landings and the golden tread principle of information management. Able to develop new processes to manage compliance, support governance, enable analytics and monitor trends
- Experience of developing procurement strategies for new technologies within government procurement frameworks
- Excellent proactive, organisational, interpersonal and communication skills at all levels
- Experience of delivering continuous improvement to already developed systems/processes, with a focus on BIM
- Experience developing BIM strategic principles across an extensive estate including ability to deal with technical, legal or regulatory issues at a policy and practical level
- Strong analytical skills including research and investigation to make decisions
- Ability to present at a senior level, sometimes in larger forums, in a clear and concise style varying the presentation according to the target audience with an ability to work collaboratively with mixed teams, consultants and stakeholders
- Comfortable challenging the status-quo to achieve a better outcome
Qualifications/professional memberships
Desirable
- Working towards RICS (MRICS/FRICS) or
- Working towards RIBA or
- Working towards IAM (Institute of Asset Management)
- Relevant Project Management Qualification (e.g., PRINCE2/APM/MSP etc.)
- Educated to degree level or other equivalent professional qualification, proficient with IT and having good working knowledge of Microsoft Office, and the production of 3D information (Revit preferred)

This role is suitable for a hybrid working arrangement, a type of flexible working arrangement, blending a combination of all workplace options (including home) with an office identified as a base and which remains the contractual place of work. Hybrid working means an employee working part of the week in their DWP office and, part of the week from home.
Hybrid workers will spend a minimum of 40% of their time in the office over a four-week period. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. This means that colleagues experiences of hybrid working will differ. Also, any employees experience of hybrid working could change over time as role requirements and possibly personal circumstances change.
