The DWP Estates function ensures the smooth and efficient operation of this network on a day-to-day basis. We manage a private sector supply chain that delivers essential services such as security guarding, maintenance, property and leasehold, construction, cleaning and facilities management. Many of these services are business critical and we cannot safely open our offices without them.

The senior management role plays a significant part in delivery of services to our customers on a day to day basis.  As a security and supply chain specialist, you will lead on security services provided by the Security Control Centre (SCC), liaising with the supply chain to ensure best practice and innovation.  There is an expectation that you will lead a team, working with supply chain leads to deliver a One Team approach to delivering requirements focusing on the SCC, but where required, providing logistical support to the wider Estates Building Security & Safety Team.

Key accountabilities

  • Support and develop requirements for physical security in the DWP Estate and the integration with the Security Control Centre (SCC)
  • Collaborating with the business, operations, security, compliance and resilience stakeholders to ensure inclusiveness in decision making
  • Lead on the development of SCC process mapping, workflows, reporting lines, alongside DWP Stakeholders and the SCC Supplier
  • Leading on monitoring the SCC Contract delivery, working closely with the Supply Chain Manager
  • Lead on developing relationships with DWP Service Delivery supply chain leads to ensure the required service is obtained from our SCC Supplier
  • Supporting the Estates Security G7 Leads in conjunction with the Physical Risk & Security Team to ensure all Site Security Threat Risk Assessment requirements are appropriate to DWP’s needs
  • Manage the relationship for Service Delivery with DWP commercial teams regarding the SCC contract changes and improvements
  • Working with the SCC Supplier to encourage change and innovation
  • Work in partnership with DWP Security to support the Estates contribution in the National Security Review, ensuring the relevant security systems within buildings, are integrated into the SCC and reported in the review
  • Managing the SCC security contract through mobilisation to operational implementation across the Security Systems and Manned Guarding provision
  • Represent DWP Estates on required Service Delivery projects relating to Operational security, that are government wide
  • Ensure appropriate governance escalating and reporting structures are in place with DWP Stakeholders
  • Manage stakeholder engagement /comms on all supply chain areas of responsibility

Person specification

Essential Skills, Knowledge & Experience

  • Demonstrable knowledge and experience with security requirements and supplier engagement within an SCC and the interface across a large and complex portfolio
  • Proven knowledge and senior management experience of working in an operational SCC environment
  • Proven track record of formulating and implementing security strategies and operating practices, attributable to an SCC
  • Proven senior management experience in a Stakeholder or Relationship Management
  • Experience/knowledge of contract mobilisation of a SCC
  • Managing effective partnerships with all supplier partners and subject matter experts to ensure best and appropriate course of action
  • Experience with and demonstrating an understanding of Alarm Receiving Centres (ARC), Remote Video Receiving Centre (RVRC), ISO9001, BS8473 and NPCC rules and requirements
  • Extensive knowledge of managing risk at a senior level
  • An analytical mind with the ability to take a broad overview of the complexities and procedures and regulations
  • Previous change management experience within a large complex estate

Qualifications/professional memberships

 Desirable

  • Working towards IWFM (Levels 5-6), with a preference already held
  • Working towards (or already held) Diploma in Security (BTEC) or similar preferred

This role is suitable for a hybrid working arrangement, a type of flexible working arrangement, blending a combination of all workplace options (including home) with an office identified as a base and which remains the contractual place of work.  Hybrid working means an employee working part of the week in their DWP office and, part of the week from home.

Hybrid workers will spend a minimum of 40% of their time in the office over a four-week period. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. This means that colleagues’ experiences of hybrid working will differ.  Also, any employee’s experience of hybrid working could change over time as role requirements and possibly personal circumstances change.

STAGE 1 – APPLICATION & SIFT

As part of the application process you will be asked to provide a Personal Statement of no more than 1000 words against the essential criteria as outlined above. You will also be asked to provide a short CV.

Your CV should be fairly short and just evidence very brief details of your work history and experience.
