Overview

The MoJ Property Directorate is a customer focused organisation that exists to enable our customers to perform to their very best. We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently.  Our job is to manage one of the most diverse and complex estates in Government – hosted by the Ministry of Justice (MoJ).  The MoJ Property Directorate brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arm’s Length Bodies.  We also provide property services on behalf of the Home Office. 

MoJ Property provides specialist services including facilities management, health and safety, fire safety and security, technical design expertise, and sustainability.  We also have business management teams who support the entire Directorate and each of our partners is supported by account management teams.  We are responsible for a great deal – our portfolio consists of properties valued at £8.5bn for the MoJ alone.  We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and also encourage our people to join the GPP. We continue to build our capability through training and recruitment, aspiring to be the best that we can be as individuals and as a directorate.

Team Overview

The Mechanical Technical Manager sits within the Property Directorate’s Property Compliance team (PCT) and report into the Head of Property Compliance. The Team carries out property compliance audit and assurance programmes across the MoJ portfolio of Prison and Probation properties to provide appropriate governance and controls and provide statutory compliance reports to key stakeholders.  

The Mechanical Technical Assurance Manager (MTAM) is a senior member of staff within the Technical Team, which is part of the Property Compliance Team and will be directly line managed by the Technical Assurance Lead.

The post-holder will provide technical mechanical assistance, support, and advice to assist the PCT and ensure that compliance data, maintenance schedules, and asset hierarchies within the CAFM system are current. 

The MTAM will also provide technical advice to support the MoJ Property estate and Cluster Partners to assist with compliance to the latest relevant recommendations, standards and legislation. 

The post-holder will carry out Gas and Water audits in line with the annual programme and carry out quality assurance checks across the Facilities Management providers to ensure annual inspections are being carried out. As well as having suitable building services experience and qualification for a large property estate, in-depth knowledge of property maintenance and understanding of mechanical equipment, specification and operation

A close working relationship is also required across the Directorate and includes joining working groups for Property Operations including investment and replacement programmes in property assets and systems, Next Gen Facilities Management, HMPPS Condition Survey Team and Prison Transformation Programme (PTP). The post-holder will maintain close links between FM colleagues, FM Providers, HMPS ICT, Health & Safety, Operational Service leads and MOJ Technical Standards. 

Job Description, Duties and Responsibilities

Responsibilities will include the following: 

•    Support the development of appropriate technical policies in relation to building services engineering, standards, and guidance – working closely with corporate Health and Safety, Fire Safety and Sustainability teams to ensure legislative compliance.
•    Accountable for accuracy and validation of all compliance reporting and ownership of mitigation plans as required.
•    Responsible for the provision of support and demand challenge of technical solutions, to ensure they are in line with business unit policy, legislative compliance and represent value for money. 
•    Water Safety Management be the centre of excellence – provide direction, support and advice on the management of water and cooling tower systems including control of Legionella and associated Water Risk Assessments, Control Schemes and remedial works.
•    Gas networks and appliances be the centre of excellence – provide direction, support and advice on the management of Gas.
•    Work closely with industry standard SFG20 and use their licence to manage procedures on their portal.
•    Work with PCT and wider stakeholders and provide customised maintenance procedures where required due to agreed Technical Working Group changes, additions, or manufacturers recommendations.
•    Manage maintenance change requests and provide an auditable tracker for process changes
•    Proactively communicate and build sustainable relationships with a range of stakeholders and customers across MoJ Property in relation to property compliance.
•    Provide effective and timely feedback into supplier management of the supply chain.
•    Participate in professional networks within MoJ, wider Government and external industry to share best practice.
•    Support the National Compliance & Technical Manager in the development, control and monitoring of the routine annual maintenance programme to ensure compliance is being achieved

  • Regular travel to MoJ, HMPPS and Home Office sites will be required, so a full driving licence is necessary. 

Skills and Experience 

Essential 

  • A high level of technical knowledge mechanical Building Services with specific emphasis to best practice in relation to Gas and building water system management.
  • Hold or be working towards professional technical qualification or equivalent in Building Services Engineering and membership of relevant professional technical bodies i.e. CIBSE, IGEM, IWFM, IET, NEBOSH, etc.
  • Comprehensive experience and track record of providing technical assurance to a large operational estate.
  • Excellent capability in technical challenge and root cause analysis.
  • Good analytical skills with the ability to assimilate a wide range of data sources to inform decision making.
  • Excellent communication skills, written, oral and presentational. 

Highly Desirable 

  • Proficient/expert in more than one technical dimension.
  • Able to demonstrate continued professional development in technical areas, health and safety and management.
  • Experience of working in cross-functional teams and in a matrix management structure.

Qualifications

  • Post holder must have or be willing to work towards a professional technical qualification or equivalent in Engineering, H&S and membership of relevant professional technical bodies i.e. CIBSE, IGEM, IWFM, IET, NEBOSH, etc
