Homes England is currently recruiting to expand our Southern and Northern regional teams and has some exciting opportunities for Planning and Enabling Managers.

Working in a regional Planning & Enabling Team, we are looking for enthusiastic individuals to play a critical role, supporting senior colleagues (as well as taking the lead) in the delivery of a portfolio of projects ranging from small to large strategic and more complex sites. You will provide supporting technical knowledge to help unlock a range of delivery obstacles and secure planning certainty to enable the supply of new homes on sites within Homes England’s land portfolio. The roles may also include working on projects within multi-functional teams focusing on specific projects and initiatives.

Job description

You will support senior colleagues in the delivery of a varied range of projects using your technical and commercial skills to ensure that your projects are de-risked appropriately and taken to market in an agile way that maximises the potential for early delivery of development and ensures good value for money for the Agency.

For example, this may include: planning research and site appraisal, drafting planning and technical briefs to instruct consultants, preparing responses to Local Plan consultations, attending community and engagement events, and supporting colleagues in the project management of consultants to prepare and submit planning applications. The ability to understand, technically appraise and inform a range of planning documents and matters, as well as engaging with Local Planning Authorities to, for example, agree content of planning applications and negotiate proportionate planning conditions and s106 Agreements is key to ensure effective deliverability and adhere to project programmes.

You will be joining our experienced and growing Regional Development teams, that are committed to making positive change in how the sites we acquire are planned and delivered effectively.

Person specification

Educated to degree level or equivalent with experience within the property development industry you’ll have a good understanding of the housing market and the house building sector. Desirably you will hold a recognised professional qualification (MRTPI/RICS) or be working towards one.

Possessing good experience within the planning industry of securing planning permissions and de-risking sites for residential development purposes and of working with public and private sector partners.

You will also have a good working knowledge of the development process, pre-acquisition, land transactions, development economics and viability appraisals and have a sound/growing understanding of the planning process and related policy and legislation.
