Job summary

Defra Group Property (DgP) is responsible for providing estates, project delivery and Facilities Management (FM) services to the wider Defra Group. DgP is made up of four functional structures covering:

  • Facilities Management.
  • Property Strategy.
  • Property Programme/Projects delivery.
  • the Science estate.

The four functions are supported by two Centres of Expertise covering Business Support Services and Technical Support Services. Defra Group Property is responsible for delivery of services across its office and laboratory estate, which continues to evolve and change to meet strategic demands, particularly moving towards ‘One Public Estate’.

This role sits within the FM – Service Delivery Function and is responsible for the overall delivery of operational Facilities Management in the designated hub and will lead on a number of portfolios across the country.

Job description

  • To lead, motivate and direct FM Service Delivery teams to deliver a customer focused, efficient and effective range of operational facilities management services.
  • You will maintain and develop a defined property portfolio to meet corporate and environmental goals.
  • Developing and implementing facilities management delivery plans, you will support the delivery of the Facilities Management priorities and wider Defra group objectives.

Key responsibilities

  • Lead an operational department to deliver results on time, to required quality standards and cost, to fulfil the business plan and achieve / support environmental goals and embed new ways of working. Set and flex team objectives and plans to meet priorities.
  • Ensure that the team works constructively with our partners and take ownership of issues to achieve agreed resolutions. Be a visible manager to staff and to stakeholders in order to build trust, engage with confidence, giving a clear sense of direction and purpose and support decisions where needed.
  • Lead on establishing and maintaining good relationships with senior managers and external partners and customers, influencing them to contribute to, support and adopt policies and processes and adapt their activities in line with business and environmental needs.
  • Provide credible, high level advice, support and guidance to inform and influence senior managers’ and effectively underpin risk based decision making of others.
  • Be inspiring and empowering to team members, exemplifying the characteristics of a great civil service leader as described in the civil service leadership statement, and demand the same from members of the team.
  • Develop, manage and motivate team members to ensure that a diverse, effective and appropriately skilled team is maintained, and a culture of continuous improvement developed with individual and team performance optimised in line with strategic goals.
  • Monitor progress of work, identify risks in the delivery of priorities and implement timely resolution of issues, to ensure appropriate reallocation of time, finance and effort and enhancement of the service to ensure our estates remains safe, secure and legally compliant.
  • Responsible for delegated budget, ensuring expenditure in line with agreed financial processes and forecasts.
  • Ensure cross-functional team working within Defra group Property to ensure the success of the wider team, prioritising team priorities across DgP over personal or individual team interests.

The following experience is required:

  • A degree in an appropriate discipline, or equivalent experience.
  • A relevant qualification or membership of a professional body WIFM or have an associated property discipline (such as RICS).
  • IOSH or NEBOSH safety management.

Blended Working

Defra operates a blended working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.

Individuals are expected to work from one of the office locations stated in the advert to connect with their colleagues, as required by their role and business team needs.  There is flexibility to split the working week, spending minimum of 40-60% in the workplace, unless exceptional circumstances apply and/or you are a contractual home worker.

Sift

Should a large number of applications be received, the initial sift may be conducted using a lead Behaviour, Leadership. Candidates who pass the initial sift may be progressed to a full sift or progress straight to interview. 

Sifting will take place week commencing 30th October 2023.  Interviews will take place week commencing 13th November 2023, but may be subject to change.  Interview location is to be confirmed.

Interview

If successful at application stage, you will be invited to interview where you will be assessed on behaviours and strengths.

A presentation exercise will also be assessed. More details will be provided to the shortlisted candidates. 

Location

This role will be based in the Anglian Hub.  It requires frequent travel across the Anglian Hub to Ceres House Lincoln, Brampton Office, Quay House Peterborough, Iceni House Ipswich, Dragonfly House Norwich, other smaller offices and depots within the hub and national travel which includes overnight stays.  Therefore a driving licence is required. 

Please be aware that this role will be contractually based in a Defra group workplace/office. 

The successful candidate is required to carry out all their duties from a UK location and can not do so from an overseas location at any time.

Reserve List

A reserve list may be held for a period of 12 months from which further appointments can be made.

Salary

New entrants are expected to start on the minimum of the pay band.  The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
