Overview

The MoJ Property Directorate is a customer focused organisation that exists to enable our customers to perform to their very best.  We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently.  Our job is to manage one of the most diverse and complex estates in Government – hosted by the Ministry of Justice (MoJ).  As of 2 April 2021, the Prisons Maintenance Group (or PMG) join MoJ Estates Directorate and the team receives a new title, MoJ Property.   This change will align us with our Profession – the Property Profession – and brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arm’s Length Bodies.  We also provide property services on behalf of the Home Office.

MoJ Property provides specialist services including facilities management, health and safety, fire safety and security, technical design expertise, and sustainability.  We also have business management teams who support the entire Directorate and each of our partners is supported by account management teams.  We are responsible for a great deal – our portfolio consists of properties valued at £8.5bn for the MoJ alone.  We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and also encourage our people to join the GPP. We continue to build our capability through training and recruitment, aspiring to be the best that we can be as individuals and as a directorate.

We continue to deliver new ways of working across our portfolio – leading on the scale and pace of activity for central government – proposing ways to achieve, and then providing more dynamic and flexible workspace, while driving down the cost of the estate.

Team Overview

Project Delivery function delivers MoJ Property investment and strategic requirements through project, portfolio and programme management – as well as defining technical standards and reviewing processes for continuous improvement.

The HMCTS Courts Reform, HMPPS Capital Maintenance, Probation and Home Office Delivery Teams are responsible for delivering projects throughout the United Kingdom. The team acts as MoJ representative in the intelligent client function; they are the single focus point for the day to day management of capital and resource projects. This is inclusive of stakeholder management, development of the project in a timely manner and securing delivery and handover. Alongside delivery, another key function of the role is to lead a project post implementation review, inclusive of lessons learned in order to aid continuous improvement.

Job Description, Duties and Responsibilities

Responsibilities will include the following:

  • Responsibility on allocated project(s) for the day-to-day management of delivery partners and performance of suppliers from inception to completion, ensuring the project’s successful development and compliance with all financial and procurement processes.
  • Acting as the ‘intelligent client’ for the timely delivery of allocated projects.
  • Providing the overview of the delivery arm of projects with responsibility for driving through the outputs and business benefits described by the mandate; brief; and business case.
  • Being accountable to a Senior Project Sponsor and will also work closely with the Head of Delivery Programmes and Head of Programmes & Portfolio’s, for the delivery of their projects to the required cost, time and quality standards.
  • The sponsor should assume responsibility for maintaining the mandated project budgets, ensuring robust, timely, forecasting of finance. Approval of payments efficiently, challenging as appropriate to ensure value for money.
  • Complete and provide clear, accurate management information and reports to the PPO feeding into the monthly PDS cycle and performance dashboard reporting processes. This includes PPI’s, KPI’s, cost component breakdowns and other Management Information as required.
  • Draft clear concise, quality business cases and all other project documents – including benefits, lessons learnt and handover documentation – ensuring the supply chain comply with all handover processes and data uploading policies on Viewpoint.
  • To maintain and develop key stakeholder relationships to ensure a communicated strategy on specific projects.
  • To provide clear direction and focus, visibly championing the changes which deliver greater efficiencies.
  • Leadership is a critical element of this role, as is the ability to prioritise and manage a workload, analyse complex information, present recommendations and make effective decisions.
  • Sponsor will be expected to travel to sites within their allocated regions for Project meetings, handover and lesson learned. Occasional travel to London.

Skills and Experience

You should be able to work with minimum supervision, taking responsibility and accountability for outcomes

Experience of tackling problems and finding suitable solutions for end customer requirements

Experience of effectively working through a diverse range of stakeholders, to achieve successful outcomes.

You should have experience of delivering projects to a standard control framework process.

Essential

General skills and experience:

  • Experience of effectively working through others to achieve goals
  • Ability to form good stakeholder/customer relationships and performance management of delivery partners/supply chain. Experience of developing new ways of working
  • Ability to analyse and interpret data and use it to make appropriate decisions.
  • Experience of preparing effective written and oral communications to influence outcomes
  • IT skills including proficiency in MS Word, PowerPoint, Excel and Outlook.

Highly Desirable  

  • Knowledge of RIBA stages and experience of construction projects  
  • Financial management experience
  • Contract management experience inc PPC 2000, NEC3 forms of contracts and contract remedies.
  • Understating of Project Management techniques and processes
  • Awareness of Government Property Profession

Qualifications

  • CIOB or be willing to work towards CIOB/equivalent qualification
