Job summary

You will play a critical role in the provision of planning and enabling expertise to help de-risk and unlock a variety of delivery obstacles, in order to increase and accelerate the supply of new homes across Homes England’s land portfolio in the South of England.

Job description

You will be responsible for the delivery of a range of projects and sites, that are at various stages of the planning process (pre-allocation, allocated, already consented), in order to provide technical knowledge and expertise to de-risk land and secure planning certainty. Your role may include, for example: preparing planning and technical briefs to instruct consultants; preparing representations and promoting sites through the Local Plan process; project managing technical inhouse and consultant inputs in order to prepare and submit planning applications.  The ability to technically appraise this information prior to submission, as well as positively engaging with Local Planning Authorities to negotiate proportionate planning conditions and s106 Agreements is key to effective deliverability.

You will also be required to provide technical and planning strategy advice when working with colleagues leading potential acquisitions.  The role requires close working with colleagues in our disposal team to ensure de-risking work and planning permissions are viable, deliverable and attractive to the market.  An ability to work collaboratively with others is key to success in this role.  You will also be required to prepare and present de-risking and planning strategies, through the execution of high quality approval papers.

You will be joining our experienced and growing team Southern Development team, that is committed to the delivery of Homes England’s mission and objectives.

Person specification

As a creative and collaborative property professional, with significant experience within the planning industry of securing planning permissions and de-risking sites for residential development purposes, and of working with public and private sector partners in order to do so, you’ll be used to managing multiple projects and prioritising work whilst always looking for ways to improve and innovate.

Educated to degree level or equivalent with significant experience within the property development industry and desirably with a recognised professional qualification (e.g., MRICS, MRTPI), you will possess excellent knowledge of the development process, pre-acquisition, land transactions, de-risking, development economics and viability appraisals, as well as an in depth knowledge of the planning process and related policy and legislation.

You will have an excellent insight of the marketplace and of the house builder sector and a thorough understanding of the components of high-quality development and detailed knowledge of the planning process, and related policy and legislation with a focus on accelerated delivery.
