His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Submarines, Sandown Class Mine Hunter Vessels and 43 Commando Royal Marines. It is an operational support and maintenance Naval Base within Navy Command and comprises both Faslane and Coulport Sites.

HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.

HMNB Clyde is the single operational home of the Submarine Service and the United Kingdom’s Submarine Centre of Excellence. This role offers the opportunity to contribute to the Royal Navy’s operational commitments across all Defence Lines of Development from Scotland on enduring basis. The location offers an excellent opportunity to develop skills through training and opportunities for career progression.

HMNB Clyde is undergoing a high value programme of infrastructure development (>£1Bn over the next decade.) The Delivery Sponsor role is part of a small Navy Command team supporting delivery of the Clyde Infrastructure Programme and Major Projects Programme delivering the infrastructure solutions to develop HMNB Clyde as the Submarine Centre of Specialisation.

This presents an excellent opportunity for commencing and developing an exciting and challenging career within the Civil Service and across a broad range of functions and numerous skill sets in direct support of output delivery.

This position is advertised at 37 hours per week.

Job description

The Delivery Sponsor 6.3.1.1 Executive Officer (EO) is responsible to Assistant Head Infrastructure (AHI) and Deputy Head Infrastructure (DHI) and will be required to assure that delegated Faslane and Outstations infrastructure support Safe, Secure and Effective operation in support of current and future Naval Base outputs.

The successful candidate will be required to:

  • Liaise with Clyde stakeholders to ensure their capability requirements are met; agree and monitor the delivery programme and ensure remedial/repair actions are carried out to target and/or contracted timescales.
  • Ensure delivery of Clyde Outstation requirements by Defence Infrastructure Organisation (DIO).
  • Liaise with DIO and internal & external stakeholders to ensure compliance with energy, waste, and other environmental issues.
  • Undertake appropriate tasks identified by the line management chain.
  • Lead any activity in support of their objectives within their responsibility.
  • Provide progress and issue updates to relevant stakeholders and the management chain.

Person specification

The candidate should have leadership skills and be highly organised, with previous experience of stakeholder management and engagement at all levels. The post requires excellent written and oral communication skills and be able to work under pressure as part of a team and individually with minimal supervision.

The post does not offer relocation expenses.
