Job summary

Infrastructure Manager Delivery & Compliance.  

Working directly to Head of Infra, you will be responsible for delivering estates services, both Hard and Soft Facilities management to circa 1000 dispersed units across the UK. On behalf of the Head of Establishment responsible for ensuring a ‘Safe Place to Work and Train’ is provided for our customers. 

The post will require the successful applicant to undertake regular, nationwide UK travel and overnight stays. Due to the remote location of many sites, public transport does not provide a service to these locations, therefore the successful candidate will be required to self-drive a vehicle which will be provided by the organisation and be prepared to undertake trips that exceed 1 working day and require overnight stopovers.  Costs associated with travel on behalf of the department to carry out official duties, are met by the department within set policy guidelines.

Candidates should note that whilst the RAF Air Cadets organisation offers hybrid working, which means that whilst the role will be based in our HQ at RAF Cranwell there will be opportunities for an element of working from home. The balance between home and workplace working is to be agreed with the line manager, determined primarily by business needs.

This position is advertised at 37 hours per week.

Job description

Key accountabilities include but are not limited to: 

Management of new work requests for the Billable Works Programme including monitoring progress and quality. The successful candidate will represent RAF Air Cadets (RAFAC) as lead for a range of Minor New Works projects, including life-cycle replacement works, sustainability works, refurbishment works and much more – from conception into delivery, working with our delivery partners to define project scope and ensure works are delivered to time, cost and quality.  You can expect a diverse portfolio of building and infrastructure projects, from arranging cleaning contracts to scoping and overseeing new works.

Customer Engagement:

This is a customer focused role providing service delivery on behalf of the end-users.  Engaging with the customer and leading on the production of Statements of Requirements and Business Cases for assigned projects where appropriate, managing expectations and requirements to deliverable outcomes in line with MOD and RAF Air Cadet policy. Representing the end users at all related meetings and providing timely updates on the progress of projects.  Acting as a trusted advisor, providing customers with professional estate advice and support as necessary.  Provision of accurate information for Freedom of Information Requests & Ministerial Questions and delivering Infrastructure briefings as required.

Compliance & Health & Safety (H&S):

The role is pivotal in the delivery of a Safe Place to Train RAF Air Cadets.  On behalf of the Head of Establishment (HOE) and in liaison with our Industry partners and H&S advisors, you will be responsible for maintaining management data to provide assurance to the HOE that the estate is Statutory Compliant and to take management action to address compliance issues as they arise. Monitoring estates related H&S issues, identifying trends and informing Head of Infra on New Works requirements arising from MOD & Statutory directives and assisting with investigating estates related H&S incidents.

Staff Management:

Line Management responsibility for the RAFAC Infra Delivery Team. Manage and motive the delivery team to achieve delivery of Minor New Works & Estates Services.  Undertaking Line Management responsibilities and providing team and individual coaching and development, maximising potential by motivating, engaging, and empowering all colleagues to deliver in a safe, supported working environment.

The successful candidate will be self-motivated and able to handle and prioritise workloads according to contract deliverables within a busy team environment. They will have strong social skills to form relationships that promote collaboration between stakeholders and Industry Partners and be experienced in leading and developing a team to deliver suitable outcomes to set deadlines.

This is an exciting opportunity to join RAF Air Cadet (RAFAC) Infrastructure Branch. We are currently going through a major change program for the delivery of infrastructure services across our estate and you will be able to join the team post implementation and be fully involved in embedding new processes and ways of working into the branch, supported by comprehensive core-mobilisation training and development. 

Mandatory Driving Licence

A UK Cat B driving licence is essential for the post. As there is a regular requirement to attend remote sites that cannot be accessed via public transport. A vehicle will be provided for these trips by the department. To access this facility a UK Cat B driving Licence is required.
