Are you looking for an exciting opportunity to support the delivery of a major recapitalisation programme to regenerate His Majesty’s Naval Base Portsmouth HMNB(P) to enable our Armed Forces to protect, defend and support everyday life?

The HMNB(P) Infrastructure Team is currently seeking an individual who is ambitiously driven to support in the delivery of a dynamic programme to regenerate the Naval base and to provide a Strategic Business Function to monitor and assure that the Future Maritime Support Programme (FMSP) services are delivered in accordance with commercial contract delivery agreements.

The Naval dockyard can be traced back to 1194 and although it has undergone several significant redevelopments in this time it still hosts a unique set of heritage maritime assets, many of which are maintained in daily use today. The base is one of the most complex Defence industrial sites and is at the start of a major period of recapitalisation to support future sustainable Navy operations through the 21st Century.

The Naval Base estate is a diverse and complex environment which presents niche challenges and possibilities across the wide range of operational assets. It is home to almost two-thirds of the Royal Navy’s surface ships, including the aircraft carriers HMS Queen Elizabeth and HMS Prince of Wales, Type 45 destroyers, Type 23 frigates and mine countermeasures and fishery protection squadrons. 

The base is a major employer and provides lodging facilities to RN personnel serving at the base and in Portsmouth-based ships.

Experience, whilst beneficial, is not essential as there is a programme of initial and continuous training and development opportunities available to enable you to meet your current and developing challenges.

This position is advertised at 37 hours per week.

Job description

As a Senior Executive Officer (SEO) in Business and Performance Management, you will work to the Infrastructure Superintendent and the Strategic Asset Lead and be responsible for leading the HMNB(P) Infrastructure Business Management and Performance Team comprising of a Performance Manager (HEO) and 2 Co-ordinators (EO) covering skills and audit. 

You will oversee the Performance of the FMSP (Hard FM) contract as the Hard FM Intelligent Customer Lead. This will involve the coordination and preparation of Monthly/Quarterly Infra Management Reports including KPI authorisation and trend analysis along with the coordination and delivery of an audit and assurance programme and subsequent analysis of any commercial implications arising.

You will also be tasked with overseeing Infra Risk Management reporting and the co-creation of improvement and efficiency initiatives with the Hard FM Industry Partner

Person specification

This is a fast paced and challenging role. To be successful you will need to:

  • Be motivated and confident: you will inspire team members and industry partners effectively to enable others to work towards a common goal.
  • Have strong stakeholder management and communication skills: you will need to establish and develop productive relationships with internal and external stakeholders, clearly communicate messages to colleagues whilst overcoming barriers, and taking into consideration diversity of interest.
  • Be able to interpret and analyse data to inform decision making. You will need to proactively analyse, evaluate, and adapt the best solutions and present your findings convincingly. Be dynamic in decision making. 
  • Have robust time management and planning and prioritisation. You will need to be able to work in flexible, changing circumstances and adverse situations whilst remaining calm and maintaining performance.
  • Have proficient IT skills across Microsoft office, Specifically with Excel.
  • Be keen to learn and to develop both your personal skills and the organisation’s practices and processes.

Although not essential, it would desirable if you have experience of working in a diverse small to moderate team and have a background in delivery operations across a range of services and platforms and a commercial and contractual awareness to support operational decision making.

It would be desirable if you have the knowledge levels associated with the Practitioner levels for Property Data Management and Workplace Management outlined in the Government Professional Property Framework, but we will actively support you gain these skills through the early stages of your employment.

Memberships & Qualifications

Membership of relevant professional bodies is desirable but not essential. You will be encouraged to pursue membership and higher levels of professional accreditation as part of your professional development in MOD and self-development.

Apprenticeships normally last between 12 months – 3 years, depending on the level of the apprenticeship.
